Research On The Development Of Public Construction And Private Operation Of Pension Institutions Under The Background Of Inclusive Pension

In March 2021,my country’s "14th Five-Year Plan" was promulgated and implemented.The plan requires: "Increase support for inclusive elderly care services." What are inclusive elderly care services?Inclusive old-age care service is a good prescription formulated by the Party Central Committee and the State Council in the new development stage to solve the problem that the market-oriented old-age care needs of the middle and low-income elderly groups cannot be met for a long time.The broad characteristics of inclusive elderly care service objects also provide a broad development space for public construction and private operation of elderly care institutions.Studying the problems existing in the development of public and private elderly care institutions under the new situation can optimize the supply system of inclusive elderly care services and create a diverse range of elderly care institutions.The development system of the elderly care industry provides an inexhaustible driving force.Based on the theory of welfare pluralism and principal-agent theory,and taking the Furuiyuan Nursing Home in X City as a typical case,this paper aims to understand the development of public construction and private operation of old-age care institutions under the background of inclusive old-age care,and to analyze the new situation under the new situation.Development difficulties and path optimization encountered by elderly care institutions.This article uses the literature research method to understand the implementation methods and development status of the public and private pension institutions in X City.At the same time,the in-depth interview method and field observation method are used to understand the functional department setting,service content,financial income,and expenditure of the Furuiyuan nursing home.After the data was collected,it is found that at this stage,the public and private elderly care institutions have problems such as the inefficient operation of the institutions and low inclusiveness,lack of motivation to improve service levels,serious loss of professional management personnel,and remote location of institutions and limited inclusive coverage.The main reasons for the above problems are inadequate publicity and implementation of the inclusive pension policy,malicious competition among institutions within the industry,high training costs for management personnel,and poor participation of interest groups in the jurisdiction.In response to the above problems,combined with the theory of welfare pluralism and principal-agent theory,and at the same time drawing on the experience of the reform and development of public construction and private operation of elderly care institutions in advanced regions in China,the following optimized development paths are proposed: First,local governments should strengthen the publicity and implementation of inclusive elderly care policies.Improve the management level of the operators of public and private elderly care institutions to improve the operating efficiency of public and private elderly care institutions;The second is to consolidate the entry threshold of public and private elderly care institutions,and through optimizing the subsidy standards of public and private elderly care institutions,and deepen the development of elderly care institutions.The third is to strengthen the training of management and nursing talent teams and broaden the channels for professional talent recruitment in the elderly care institutions to improve the quality of the elderly care institutions’ talent teams.,to give full play to the leading role of emerging industries;fifth,to achieve comprehensive supervision of public and private elderly care institutions by improving the service standards of the elderly care industry and enhancing the professionalism of the competent authorities.
