In recent years,the transaction of public resources in China has entered a period of rapid growth.On the one hand,in 2015,The State Council issued the Work Plan for The Integration and Establishment of a Unified Public Resource Trading Platform(State Affairs and Development(2015)No.63),which clearly required all localities to complete the integration of public resource trading platforms by the end of June 2017.On the other hand,the transaction of public resources has always been a hot spot of social concern,and the construction of centralized trading platform is conducive to unified supervision.At present,most of the domestic public resource trading platforms are established on the basis of the original trading centers set up by administrative departments of various industries.Therefore,how to supervise the public resource projects that enter the platform after integration has become a very critical issue.Based on the analysis of the supervision effect of Liyang Public Resources Trading Center,it can be found that there are big problems in the current supervision mode.Through sorting out and analyzing the problems existing in the current supervision,it is found that the supervision problems mainly focus on the coordination supervision fragmentation,integration supervision fragmentation,information supervision fragmentation and responsibility supervision fragmentation.The most important performance is the lack of integrity of supervision,so this thesis introduces the concept of integrity governance.Based on the characteristics of the holistic concept of governance to analyze the cause of regulatory fragmentation,found mainly in the following aspects: First,the lack of regulatory policy basis,the current involves public resources trading related important files are explicitly pointed out that public resources trading by the competent administrative department for industry regulatory model,rather than the centralized supervision mode;Second,the construction of credit system is backward,liyang city public resources transaction has not established a complete bidding market credit evaluation system,failed to timely punish the bad behavior of the tenderer,bidder,agency,bid evaluation experts in bidding activities.Third,there are different regulatory standards.Different industries in the same place have different transaction processes and different regulatory standards.They all formulate regulatory regulations in favor of their own industries and departments based on their own interests,and each industry has its own system.Fourth,the level of informatization lags behind.Finally,based on the above analysis results and the holistic governance concept,optimization suggestions are put forward from the aspects of centralized supervision mechanism,whole process mechanism,information sharing and integration mechanism,diversified supervision methods and integration of third-party supervision.
