Research On The Issue Of Equal Rights Of Citizens Of New Citizens And Countermeasures

After the reform and opening up,China’s urbanization process has developed rapidly,resulting in a large number of inter-regional floating populations,including new groups of citizens who have settled in major cities.The new citizen group plays a very important role in the process of urbanization.The degree and quality of its citizenization are directly related to the level and quality of China’s urbanization,and it is also an important measure of the effectiveness of the implementation of new urbanization.However,in the process of urbanization,the civil rights of the new citizen groups cannot be treated the same as the local citizens,which has aroused extensive attention and discussion in the academic circles.In order to ensure that the new citizen groups enjoy equal rights of citizens,further promote the "people-oriented" new-type urbanization process,and improve the quality of the new-type urbanization construction,this thesis uses the research methods of literature analysis and comparative analysis to define urbanization and new citizen groups.On the basis of other core concepts,combined with the framework of T.H.Marshall’s theory of civil rights,this thesis sorts out the development history and achievements of new citizen groups in the process of China’s urbanization in terms of basic civil rights,political rights and social rights equality,and proposes new citizen groups.The problems existing in the equality of civil rights are mainly reflected in the basic rights,the lack of property rights protection;the political rights,the inadequate implementation of policies and regulations;the social rights,the unequal supply of public services.In response to these problems,this thesis analyzes the deep-seated reasons behind them,and demonstrates in detail from four aspects: traditional concepts,dual household registration system,local government policy implementation,and high cost of citizenization.Then,from the four aspects of cultivating a social ecology with equal rights of citizens,deepening the reform of the household registration system,improving the supporting policy system and improving the quality of citizenization through multiple channels,it proposes countermeasures and suggestions to ensure the equality of citizens’ rights for new citizens.This will promote the continuous improvement of the quality of citizenization of the new citizen groups,effectively implement and guarantee the equal civil rights that the new citizen groups should enjoy,and ultimately promote the in-depth advancement and healthy development of the new urbanization process.
