Research On The Supervision During And After The Event Of The Administrative Approval Items In Zhenjiang City

Administrative examination and approval,as a prior restraint means to manage social politics,played a crucial role in the early days of the founding of New China.However,with the development of socialist market economy,the old administrative examination and approval system has gradually become a constraint factor hindering the development of productive forces,so the reform of administrative examination and approval system is the only way.Because of the continuous progress of "Reform to delegate power,improve regulation,and improve services",the reform of the administrative examination and approval system has taken important steps forward,and the management mode has changed from pre-examination and approval to in-process and ex-post supervision.Such changes not only brought many benefits,such as stimulating the endogenous power of the market and promoting the healthy development of the economy and society,but also brought new challenges to the follow-up supervision of administrative approval items.Therefore,it is urgent to conduct in-depth research on the supervision of administrative approval matters.Based on the theory of government supervision and collaborative governance,combined with the research status at home and abroad and the leading experience of Chongzhou City,Sichuan Province,Pudong New Area,Shanghai and Qingdao City,Shandong Province,this paper conducts research visits and questionnaire data analysis on various groups such as government institutions and enterprises in Zhenjiang City,Danyang and Yangzhong,Summarize the specific practice and achievements of in-process and post event supervision of administrative examination and approval matters in Zhenjiang city.At the same time,it summarizes the practical contradictions existing in the process of inprocess and post supervision,such as imperfect supervision system and mechanism,single supervision subject and insufficient strength,poor supervision information sharing and deeply analyzes the reasons for the staffing and technical support of the above contradictions.Combined with problem research and cause analysis,starting from the theory of government supervision and collaborative governance,this paper puts forward countermeasures and suggestions to improve the supervision ability during and after the event,including building a multi-directional supervision system,such as improving the construction of systems and regulations,compiling supervision specification manuals and strengthening the construction of supervision personnel.Establishing diversified supervision mode,such as implementing diversified supervision,promoting industry selfdiscipline,improving social supervision mechanism,exploring the establishment and improvement of third-party supervision evaluation system;Promote the smooth sharing of regulatory information,such as the establishment of regulatory information sharing mechanism,the construction of Internet + regulatory model,break through data barriers,building an integrated command platform.In order to make a useful exploration for the supervision of the administrative examination and approval items in Zhenjiang city.
