| At present,China’s social development has entered a new normal.Facing the new stage and new requirements,China’s administrative examination and approval system needs to carry out in-depth reform to adapt to the new challenges.Therefore,the reform of "decentralization,management and service" is not only the inevitable choice for China to cope with the new normal,but also the internal requirement for deepening the administrative examination and approval system.With the reform and opening up,China is constantly exploring a new path of the administrative examination and approval system.Although many difficulties have been overcome and remarkable achievements have been made in this process,it is undeniable that there are still many shortcomings,such as poor quality management,repeated quantitative management problems have not been solved,and so on.The reason for these problems,in the final analysis,is not to deal with the relationship between quality and quantity.As one of the important means of "decentralization,management and service"reform,the power and responsibility list system can effectively straighten out the relationship between quantity management and quality management of administrative examination and approval,and it is also a breakthrough to further improve government efficiency and build a modern governance system.In the process of sorting out the list of rights and responsibilities,the first level government can reflect on the achievements and shortcomings of the reform,put the list of rights and responsibilities system in place,further optimize the reform effect,give full play to the value and role of the list of rights and responsibilities,and then help the government to better transform its functions.This study takes Jining City as the research object,deeply analyzes the real situation of Jining City Government in the management of power and responsibility list,and summarizes the existing contradictions and problems,including poor quality management level,backward dynamic adjustment,unable to give full play to influence,etc.Through in-depth analysis of these problems,find out the causes of the problems,such as in the process of preparing standards,there is no unified standard,lack of dynamic management mechanism,and so on.Through in-depth analysis of the existing problems,analyze the causes of the problem,put forward the corresponding countermeasures.If we want to effectively implement the power and responsibility list mechanism,the key is to break away from the shackles of the existing mechanism,further optimize the power and responsibility list management system,improve the operation effect of the system,ensure that it can give full play to its own value,and provide some ideas and reference for the development of related work in other regions. |
