Research On The Implementation Of The "double Innovation" Policy In Public Institution

From the perspective of policy analysis,the "double creation" policy of public institutions is particularly representative.After experiencing the economic miracle of 40 years of reform and opening up,economic construction has gradually exposed some problems,and the core idea of the central government to solve the problem is mainly in two points,one is to expand domestic demand,and the other is to upgrade the industrial structure.The core of the "double creation" policy of public institutions is "innovation and entrepreneurship",and the main body is "public institutions",first of all,in China’s special political context,the market-oriented transformation of the main body of the public ownership economy has profound political significance.At the same time,for more than 1.2 million public institutions with more than 20 million professional technicians,if the policy objectives are achieved,it can greatly stimulate economic vitality and accelerate the completion of industrial structure upgrading,so the implementation effect of the innovation and entrepreneurship policy of public institutions is very important.In this paper,this paper investigates the current situation of the implementation of the innovation and entrepreneurship policy of the Chongqing D Research Institute,and uses the classic Smith model in the theory of public policy implementation to analyze the theoretical logic,manifestations,causes and countermeasures of related problems in the implementation of the policy.First of all,starting from the relevant theories and concepts of the implementation of innovation and entrepreneurship policies in public institutions,it provides a theoretical basis for the analysis of policy implementation in the following article;secondly,the specific analysis of specific problems is carried out,and the root causes of problems are analyzed by excavating the problem performance in the implementation of the innovation and entrepreneurship policy of the D Research Institute,and the realistic path to solve the problem is explored;and finally,through the analysis and thinking from the aspects of policy formulation,policy implementation,target groups,and policy environment,To solve the problem of innovation and entrepreneurship policy implementation of public institutions,15 specific and feasible countermeasures are proposed in five aspects: improving policies and policy support,improving the awareness and ability of policy implementation entities to perform their duties,enhancing the policy recognition of target groups,and creating a relaxed environment conducive to policy implementation.
