In 2020,COVID-19 was rampant in China on a large scale,which had a serious impact on China’s economic development and social governance.However,facing this dilemma,China adopted reasonable and effective epidemic prevention and control policies to promote social organizations and the public to actively comply with policy requirements and norms,which made China complete epidemic prevention and control in the shortest time.This incident reflects that the implementation of a policy requires multi-party linkage and co governance,which requires not only the joint responsibility of governments at all levels,but also social coordination and public participation.Only when multiple subjects work together can the effectiveness of the policy be brought into play.In the process of multi subject collaborative governance,public participation is a necessary condition for policy implementation.The public’s support and compliance with the policy determines the supply effect of public policy.It is not only the basis for the effective implementation of the policy and the realization of the expected effect,but also an important prerequisite for improving the ability of public governance.The public’s compliance with the policy largely determines the efficiency and effect of policy implementation,and also determines the construction of national governance capacity and the modernization of governance system.It is particularly important to study it.However,studies have shown that the impact of publicity degree of governmental information on public policy compliance has two different results:one view is that publicity degree of governmental information has a positive impact on public policy compliance;Another view is that higher publicity degree of governmental information will have a negative impact on public policy compliance.Therefore,it is necessary to explore the mechanism between government information openness and public policy compliance.This paper holds that the impact of publicity degree of governmental information on the public’s policy compliance behavior is mainly affected by psychological cognition.When the public’s cognition of publicity degree of governmental information is positive,the public chooses to comply with the policy;When the public is negative to the information disclosed by the government,the public is more likely to show policy non-compliance.In view of this,starting from the public’s perception of publicity degree of governmental information,based on cognitive behavior theory,this paper introduces two variables: Policy identity and result agreeableness,and puts forward a theoretical model of the relationship between publicity degree of governmental information and public policy compliance.Specifically,publicity degree of governmental information will become a positive psychological cognition,enhance the public’s policy identity,and then have an impact on the public’s policy compliance behavior.As a result,agreeableness plays a regulatory role between the policy identity and the public’s policy compliance behavior.In order to determine the relationship between publicity degree of governmental information and public policy compliance and the mechanism between them,this study carried out a pre survey and a formal study.Among them,the purpose of the pre survey is to ensure that the scale used in this study has reliable measurement validity and reliability.This study uses the questionnaire method to obtain the survey data by issuing the questionnaire to the public,and then uses spss26 and amos24 software for data analysis and empirical test.The study found that:(1)publicity degree of governmental information has a positive impact on public policy compliance.(2)The publicity degree of governmental information has a positive impact on public recognition of policies.(3)Public policy identity has a positive impact on policy compliance.(4)Policy identity plays an intermediary role in the relationship between publicity degree of governmental information and public policy compliance.(5)outcome favorability regulates the relationship between policy identity and policy compliance.The higher the agreeableness,the greater the impact of policy identity on public policy compliance.(6)outcome favorability regulates the mediating effect of policy identity between publicity degree of governmental information and public policy compliance.When the result is more agreeable,the mediating effect of policy identity on public policy compliance is stronger.The research of this paper affirms the importance of publicity degree of governmental information in policy implementation,According to the theory of collaborative governance,this study points out that in the process of policy implementation,after information disclosure,the government should pay more attention to the interaction and communication with other departments and other participants.Through the joint participation of multiple subjects,the public’s recognition of the policy can be effectively improved and the public can actively comply with the policy,At the same time,we should also pay attention to the positive effect of the policy results on the target groups,so as to promote the smooth implementation of the policy and improve the efficiency of social governance.According to the conclusions of this study,the following suggestions are put forward:First,strengthen information disclosure and promote public participation.Second,strengthen public participation and interactive communication to enhance people’s policy recognition and support.Third,strengthen the supervision of policy implementation,unblock the feedback channels of policy target groups,and improve the public’s understanding of the actual results of the policy.
