The public’s effective cognition of public policy is the premise of the effective implementation of public policy.With the development of intelligent transportation information technology,the ways for the government to publicize public policies are becoming more and more diversified.However,whether these new technical means can help improve the public’s awareness of public policy,and how to use these technical means to improve the awareness of policy need to be studied.According to the above background,based on cognitive load theory and taking intelligent transportation information system as an example,this study explores the impact of the application of intelligent transportation information technology on public policy cognition through behavior experiment.The behavior experiment was designed and published through the Wenjuanxing.A total of 106 people participated in the experiment.We divide the subjects into four groups.The subjects in different groups will have different presentation modes of traffic information: text information(i.e.traditional text information)and digital image(i.e.intelligent traffic information).After the subjects finish reading the traffic information,we will ask them to self-evaluate their cognition of the traffic information,and ask them to make route decisions based on their self-cognition of the information provided,so as to explore the role of intelligent traffic information in helping the public better understand public policies.Our experimental results show that compared with lengthy text information,at the level of self-cognition and objective cognition,subjects are easier to understand image information and are more likely to make reasonable and correct judgments based on the understood information.This result is consistent with the cognitive load theory,that is,the more complex the way of information display,the more energy people need to obtain information,the less energy they need to process information,and the more difficult it is to understand the content of information.Our behavioral experiments suggest that the new intelligent information technology means can make the transmission of information more diversified,so as to improve the public’s awareness of public policy information and improve the efficiency of public management.
