Research On The Issue Of Selective Public Policy Implementation

"Policy science" is a interdisciplinary and applied research field that is risen in western countries (especially in the USA) after World War II. It is a new social science, it is very good both in practical and operational applications. It is considered "the most important development of contemporary Public Administration". With fifty years of evolution, public policy has become one of the main tools of the Government.About the research on policy implementation, the pedigree of the policy implementation, A.Wildavsky and T.L.Pressman, set off a wave of policy implementation in the United States, in the seventies and eighties of the twentieth century. It is called the "Policy Implementation Movement". Scholars who engaged in policy research, wrote a large number of treatises, they proposed various ways, theories and models of the the policy implementation research, expand the scope of policy science research , and enriched the content of the policy science research.But even so, in the current research areas of public policy implementation, scholars also focused on the stage of policy implementation, policy implementation theory, policy implementation model, research approaches of policy implementation and instruments of policy implementation, etc. it is still lack of research in the area of selective public policy implementation.Most previous studies either focused on the problems in the micro level like reasons for not meet expectations, subjects of the public policy implementation affect the policy results, and how to prevent the bias of implementation, etc., or focused on the problems in the macro level like introduce advanced western policy practice, and systematic comb the related theories, etc. Both tendencies did not explored the types of behavior, motivation of behavior, and governance strategy of selective public policy implementation in the meso level that combined from the macro and micro level. Therefore, this article, "Research on the Issue of Selective Public Policy Implementation", will study the above mentioned areas one by one. I hope that in the basis of previous studies, I will extract useful knowledge and experience into myself-understanding analytical framework, to construct a governance strategy system to prevent and cure the problems of selective public policy implementation. This article is divided into six parts:The first part is introduction, mainly related to the description of research background and significance of the topic, pre-defined some basic concepts related to the paper, sort of the literature at home and abroad, and a brief description of what ideas and methods of this paper;The second part is the theory of the public policy implementation, mainly related to a general overview of theoretical research on the public policy implementation, the basic research approach of the public policy implementation, and carefully combed T. Smith's policy implementation process model;The third part is the analysis of the process of the public policy implementation , mainly from the perspective of policy implementation practice, it is divided into the preparation stage, implementation stage, and summary stage;The fourth part is analysis of the types of behavior of the selective public policy implementation, mainly summarized various selective phenomena in the policy implementation practice as the alternative type, symbolic type, distorted type, one-sided type, additional type, mechanical type, wait and see type, delayed type and perfunctory type, a total of nine types of the selective public policy implementation;The fifth part is analysis of the motivation of behavior of the selective public policy implementation, mainly from policy itself, policy environment, organizational structure of the policy implementation, policy implementation executive, personnel management system, control system of the policy implementation, a total of six key factors of the selective public policy implementation;The sixth part is the governance strategy of the selective public policy implementation, mainly summarized as the main principles of the policy implementation, establish and improve the scientific system of organization, improve the professional quality of the policy implementation executive, improve and perfect the scientific personnel management system, improve and perfect the scientific control system, administration according to the law, and improve the public affairs-open system, a total of six areas, to construct a governance strategy system to prevent and cure the problems of selective public policy implementation.
