| China’s rural areas subsistence allowances started in 1996 and achieved nationwide coverage at the end of 2007.It is an important part of China’s social security system.The basic principles of China’s rural minimum living security system are to adhere to fairness and justice,due diligence and dynamic management.But,throughout the practical operation,there is a problem that the dynamic management of rural minimum living security system tends to be “static”.With the increasing diversification of people’s income sources and consumption channels,and making good use of Big Data,completing dynamic management work efficiently and normalization,raising the identification of the lowest insured objects in real sense,leaving the accuracy rate has become the only way for the orderly development of China’s social assistance under the background of “Internet plus”,It is related to the interests of the masses and the stable development of economy and society,It can also effectively promote the social assistance department to improve the ways and methods of assistance.At present,Big Data technology has been applied in transportation,medical treatment,finance,agriculture,tourism and other fields and achieved good results.Based on data governance theory,welfare dependence theory and collaborative governance theory,combined with theory and grass-roots research,this thesis mainly adopts the methods of literature research,comparative research,statistical analysis and interview to collect the related data on the use of Big Data in the dynamic management of rural subsistence allowances in Xiaonan District.Fully investigate the actual application of Big Data in the dynamic management of rural minimum living security in Xiaonan District,take the application of Big Data in the three stages of dynamic management of rural minimum living security objects,that is,the “addition”,“management” and “exit”of rural minimum living security objects as the main research content,and reflected on the key problems and shortages of Big Data application from the current situation of Big Data application in the dynamic management of rural minimum living security.Lay the foundation for better carrying out the dynamic management of rural subsistence allowances in the future,ensure the sound development of subsistence allowances policies,safeguard the vital interests of the poor people.Through the summary and analysis of the rural minimum living security dynamic management data of each township and street in Xiaonan District,combined with the interview records,it is found that there are a few problems in the use of Big Data of rural minimum living security dynamic management in Xiaonan District,such as incomplete data source,untimely data update and imperfect verification mechanism.Based on the collaborative governance theory and the Big Data application experience of other regions in China,it is proposed that in improving the Big Data application level in the dynamic management of rural subsistence allowances in Xiaonan District,the following work needs to be done: First,we should establish the overall framework of Big Data application for dynamic management of rural subsistence allowances,and realize the standardized development of Big Data dynamic management monitoring and advance warning,visualization methods of social assistance Big Data and household economic Big Data verification;Secondly,at the specific operation level,it is proposed to strengthen departmental linkage,improve the timeliness of data update,integrate various departmental resources,improve the comprehensiveness of data collection,improve the verification mechanism,and realize the efficiency of audit and approval;Thirdly,on this basis,it is proposed to promote the application of Big Data in the classified management of rural minimum living security objects,promote the application of Big Data in the dynamic management,monitoring and early warning of poor families,strengthen the publicity of minimum living security policies,and improve the integrity system.Finally,I hope to provide some reference value and significance for the application of Big Data in the dynamic management of rural subsistence allowances in Xiaonan District. |
