With the advancement and implement of our country reform of the judicial system,its system for Specified Number of Personnel reform has been basically in place.How to establish scientific,reasonable,practical and comprehensive judges’ performance evaluation system,give full play to the performance appraisal of management,incentive and restraint function for the judges,achieve judicial work quality,efficiency and effect of organic unity and steadily improving,has been an urgent problem and realistic need that promote the comprehensive reform of the judicial system.As the first line of justice,grassroots courts account for more than half of courts at all levels in China,and undertake the trial of most first-instance cases in the country.Grass-roots judges stand at the forefront of Chinese rule of law construction and play an extremely important role in resolving social conflicts and disputes.Therefore,how to effectively assess the performance of grass-roots judges has become the key to ensure the steady development of Chine se judicial trial.This paper takes the performance appraisal System of judges in Y County People’s Court as the research object,applies target management and 360-degree feedback.Firstly,it introduces the status of performance evaluation system of judges in Y County People’s Court.Secondly,it uses questionnaire mehood to analyze valid questionnaires and draws conclusions on the basic situation,formulation process,indicator setting,implementation and application of results of performance appraisal.Then,the interview method is used to interview judges’ representatives to further understand the operating status of the performance appraisal system.To sum up,there are three main problems in the performance appraisal system of judges in Y County court: administrative performance management,unscientific index design and limited application of assessment results.Next,the paper uses literature research method,case study method,analytic hierarchy process,questionnaire method to optimize and construct the performance evaluation system of judges in Y County court,mainly to solve the problems of evaluation index and weight setting as well as the determination method of index value.Finally,put forward the post of judge performance appraisal to implement the corresponding safeguard measures.It is hoped that the establishment of a complete set of assessment system can provide decision-making reference for the grassroots courts to deepen the comprehensive reform of the judicial system and construct a scientific and reasonable performance evaluation system for judges.
