| The basic-level court performance evaluation system is of great significance to the concrete implementation of the judicial responsibility system and the normative construction of judicial power,and it is an important part of the normalization,specialization,revolution and professionalization of the people’s court.By analyzing the performance evaluation system of X City People’s Court and combining the actual work of the court,the author points out the problems existing in the current performance evaluation system.By referring to the research results of performance evaluation system of domestic and foreign courts,a new performance evaluation system is designed based on the problems of the courts themselves.This study innovatively proposes to introduce balanced scorecard to construct performance evaluation system.Based on the balanced scorecard theory,using the method of expert consultation unit strategic goals,and on the basis of unit overall strategic target,strategic target decomposition and map strategy,finally according to each dimension hierarchy strategic target selection dimension within the index,according to the unit its voting experts and each department business representatives and leadership for the relative importance of specific indicators score,AHP was used to determine the weight of indicators,and the performance evaluation system of X City people’s Court was obtained.In order to ensure the smooth implementation of the performance evaluation system set up in this study,corresponding safeguard measures are put forward at the end.It is expected that the administrators of X City People’s Court can attach importance to the joint progress of multi-dimensional processes,society,finance,learning and growth of the unit.At the same time,I hope it can provide some valuable references for other basic courts in China to construct performance evaluation system. |
