| As the basic education,nine-year compulsory education plays an overall,basic and leading role in improving the quality of the Chinese nation,cultivating all kinds of talents at all levels and promoting socialist modernization.In fact,after-school education and training has become a supplement to school education by providing personalized and targeted counseling services for different students to help students develop their strengths and make up for their weaknesses.In order to give better play to the complementary role of out of school education and training,eliminate the chaos of the education and training industry and standardize the development of out of school education and training institutions,effective regulatory measures must be taken for out of school education and training institutions and industries.From the perspective of government regulation,this paper ponders and analyzes the supervision status of Wenzhou after-school education and training institutions.This paper adopts the methods of literature research and investigation,and combines theory with practice.After analysis and research,this paper believes that there are three main problems in the supervision of Wenzhou out of school education and training institutions:there are an endless stream of non-conforming out of school education and training institutions outside the strict approval and registration process;Attach importance to early approval and lack of normalized supervision;Lack of comprehensive supervision on Teachers’ qualifications and teaching quality.There are four main reasons for the problems of out of school education and training institutions in Wenzhou.The approval and registration of school running qualification is divorced from the reality,resulting in some training institutions taking risks and operating without license;Lack of government supervision;Unclear division of labor among departments and mutual prevarication;The supervision lacks detailed and complete legal basis and industry standards.Based on the supervision of out of school education and training institutions and the causes of the problems,this paper puts forward four suggestions.First,adhere to the public welfare attribute of out of school education and training.Second,improve the system of laws and regulations,and ensure that there are laws to abide by by by exploring the regional regulatory policies of Wenzhou,enriching the law enforcement team and exploring new systems.The third is to realize all-round and whole process government supervision over the out of school education and training institutions.Fourth,give full play to the self-discipline of trade associations and the supervisory role of the masses. |
