Research On The Way To Improve The Power Of CPC’s Organizations In Villages In The Post-Poverty-Alleviation Era

Since all the rural poor population are lifted out of poverty and all counties are shaken off their impoverished hats in 2020,China’s rural areas have entered a post-poverty-alleviation era.At the 2020 Central Rural Work Conference,Xi Jinping emphasized: “Consolidating and expanding the results of poverty alleviation,comprehensively promoting rural revitalization,and accelerating agricultural and rural modernization is a major issue that requires the whole Party to attach great importance to the overall situation.”Entering the post-poverty-alleviation era,the focus of poverty governance in rural areas has shifted from absolute poverty to relative poverty.Consolidating and expanding the results of poverty alleviation and comprehensively promoting rural revitalization have become new goals and tasks.CPC’s organizations in villages are the foundation of all the Party’s work and combating capability in rural areas.We must effectively strengthen the construction of village-level Party organizations and bring into full play to the role of CPC’s organizations in villages as a fighting fortress in order to ensure the realization of rural goals and tasks in the post-poverty-alleviation era.The report of the 19 th National Congress of the Communist Party of China proposed that strengthening the construction of grassroots party organizations should “focus on improving power of organization”,which pointed out the direction for the construction of CPC’s organizations in villages.This article is based on the Marxist Basic-level Party Building Theory and Xi Jinping’s related expositions on poverty governance,which is following the research idea of “ objective-problem-path”,and greatly focuses on the analysis of the basic situation and dilemmas of the organization of CPC’s organizations in villages in the post-poverty-alleviation era,and explores the effective paths to improve the organization.Five chapters are included as follows in the whole article.The first chapter mainly illustrates the research background,significance and research status of this paper,and also introduces the research methods,key points and difficulties and innovations.The second chapter defines the basic concepts of “post-poverty-alleviation era” and“power of organization of CPC’s organizations in villages” and so on,expounding the theoretical basis of Marxist Basic-level Party Building Theory and Xi Jinping’s related expositions on poverty governance.In third chapter,it sorts out the historical process of China’s poverty alleviation work and the construction of village-level party organizations from mutual estrangement to continuous coupling,and clarifies the goals and requirements for improving the power of organization of CPC’s organizations in villages in the post-poverty-alleviation era.Namely,to take the improvement of political leadership as the core,to exert the power of mass organization as the basis,to strengthen the driving force for development as the goal,and to take the improvement of self-renovation as the guarantee.In the fourth chapter,it’s based on the investigation and analysis of Village D in Dazhou City,it analyzes the basic situation of construction of CPC’s organizations in villages in the post-poverty-alleviation era and explores the difficulties faced by CPC’s organizations in villages in the post-poverty-alleviation era from the power of political leadership,mass organization,development impetus and self-innovation of CPC’s organizations in villages.The last chapter aims at the difficulties faced by the improvement of power of organization,it puts forward a path to improve the power of organization of CPC’s organizations in villages in the post-poverty-alleviation era from strengthening political functions and enhancing political leadership;doing mass work and enhancing mass organization power;focusing on the center and overall situation,enhancing development impetus;solving prominent problems within the party and enhancing self-innovation.
