Research On The Problems And Countermeasures Of Corruption Prevention And Control In The Field Of Poverty Alleviation In C City

The implementation of Poverty Alleviation Policies objectively exists the phenomenon of corruption caused by careless work arrangements and other factors,which is strongly reflected by the people.How to prevent and control it has become a hot topic in the field of poverty alleviation.In the academic field,most of the domestic researches focus on "don’t want to corrupt" from the perspective of ideological education,on "dare not corrupt" from the perspective of legal sanctions,and on "can’t corrupt" from the perspective of policy implementation.Taking 62 typical cases in C City as samples,this paper sums up four types of Poverty Alleviation Policies,including livelihood security,poverty alleviation funds,industrial support and engineering projects,and six types of corruption in poverty alleviation policy implementation,including embezzlement,bribery,false reporting,interception and misappropriation,apportionment of expenses and preferential treatment of relatives and friends.Drawing lessons from Xi Jinping’s thought of combating corruption and building a clean government,the theory of power restriction,the policy implementation cycle model of rein and Rabinovitz,the three stage policy execution model is established(from the stage of formulation,allocation of resources,supervision and execution to supervision and anti-corruption),and the analysis of the 4 types of Poverty Alleviation Policies and the search for problems,from the qualification examination process of the poverty alleviation policy,and the detailed rules for fund management,are made.This paper analyzes the reasons from three aspects of the policy information disclosure method,and puts forward three suggestions: improving the qualification review process to improve the accurate identification ability,improving the fund management rules to strengthen the audit tracking supervision,and improving the information disclosure method to strengthen the public supervision.In the end,we hope to reduce all kinds of potential risks of clean government as far as possible,and really build a cage that can not be corrupted,so as to effectively prevent and control corruption in the field of poverty alleviation.
