Sichuan Province H County Government To Purchase Preschool Education Services Exist Research On Problems And Countermeasures

In recent years,people have paid more attention to preschool education in basic education,especially with the adjustment of China’s fertility policy,the opening of the“Two-child” policy and the “Three-child” policy,and the change of population size and structure,the large number of newly added pre-school children has brought challenges to the field of pre-school education services.The existing problems of “Difficulty in getting into schools” and “High cost in getting into schools” have not been solved.Instead,they will make the contradiction more acute under the new situation,the government will also face an unprecedented test.According to the documents,H County in Sichuan province has implemented the policy of government purchasing pre-school education services since 2016.With the increasing emphasis on pre-school education,the financial input for pre-school education in 2019-2020 was twice that of 2015.However,the current number of public kindergartens in H county,especially the number of public kindergartens in urban areas,still can not meet the needs of the people for high-quality kindergartens in Pratt &Whitney,and the development of inclusive private kindergartens has yet to take shape,private kindergartens and parents of children are in a wait-and-see state.Based on the relevant theories of management,this paper defines,reviews and sorts out the core concepts,basic theories and the current research situation at home and abroad,and makes a field visit to the private kindergartens in Pratt & Whitney of H County,this paper summarizes and analyzes the problems in the development of inclusive private kindergartens and the current situation.Firstly,this paper analyzes the current situation of preschool education in H county,the market demand of preschool education and the basic situation of government purchasing preschool education services,and the causes of these six problems are analyzed one by one,and then three places in China where the effect of the implementation of the government’s purchase of preschool education services is relatively good are selected to sum up and learn from their practical experience,and combined with the actual situation of H county,from the perspective of government management,this paper puts forward the following countermeasures and suggestions to perfect H county government’s purchase of pre-school education services: First,change ideas and create a sound and effective administrative environment;The second is to improve the relevant policies and measures of government purchase of pre-school education services;the third is to adopt a variety of financial support;Sixth,to enhance the social public on inclusive private kindergartens of the identity.By summing up the current situation,summarizing the problems,analyzing the causes,drawing lessons from experience and perfecting the countermeasures,this paper puts forward the policy of government purchasing pre-school education service that is suitable for H County to adopt and apply,in order to solve the problem of lack of inclusive pre-school education resources in H county,at the same time,it provides the reference for the implementation of preschool education service purchase policy for the similar county cities,which is of positive significance for enriching the theory and practice of the research on the government purchase of preschool education service in our country.
