Research On Problems And Suggestions In The Management Of Universal And Low-cost Private Kindergarten By The Government Of Haibowan District

Preschool education is the foundation of the entire education system,and the beginning of lifelong learning.Good preschool education can set a good foundation for children’s life and learning habits in the future,which not only plays a vital role in children’s future development,but also is important to improve the quality of national reserve of talents.However,due to the lack of attention for a long time,China’s preschool education has the problem of starting late,weak foundation,lacking too much and others.In order to solve the demand of learing in childhood,and provide more high quality and cheaper preschool education services,the Chinese government has launched a series of policy to promote the development of universal and low-cost private kindergarten,and make universal and low-cost private kindergarten become the powerful complement of public kindergarten.Essentially universal and low-cost private kindergartens are private,their development and management must be led by the government due to their universal,public and non-profit.In this thesis,literature research and investigation methods are used to carry out the research.This thesis collected and sorted the relevant policy documents and specific measures of developing universal and low-cost private kindergarten of Wuhai Haibowan District government,and get the actual situation about the management of government.This thesis gathered the information from administrative department of education,parents and kindergarten staff by questionnaire and depth interview,and summarized the problems of the government in developing and managing the universal and low-cost private kindergarten,such as insufficient financial investment,single form of support,lack of supervision of process quality,and the causes of these problems.According to the existing related research,combined with the actual situation of Haibowan District,this thesis puts forward the advice that government should raise awareness of the universal and low-cost private kindergarten in the development of pre-school education,improve the financial security system,improve the relevant policy of supporting the development of the universal and low-cost private kindergarten.The government should set up specialized organization to manage the universal and low-cost private kindergarten,help to set up the third party appraisal institution in the outside.In the hope of providing reference for government and the education administrative departments at all levels of further advance the development of the universal and low-cost private kindergarten.
