| Under the background of the "comprehensive three-child" policy,the increase of population has brought new challenges to the public service of education in China,especially the shortage of quality preschool education resources is more prominent.In the case that the public kindergartens can not meet the urgent needs of the people’s preschool education,with the support of the government,some qualified private kindergartens can be converted to inclusive kindergartens,which can effectively alleviate the shortage of academic degrees in public kindergartens,quickly meet the people’s demand for high-quality and low-cost preschool education services,and promote the stability and sustainable development of preschool education in China.In order to study the problems that arise in the process of promoting the inclusive transformation of private kindergartens by Yiyuan County Government,it combs the research results related to inclusive kindergartens at home and abroad,and defines the concept of inclusive kindergarten,clarifies the necessity of the government to promote the inclusive transformation of private kindergartens based on the public goods theory,the externality theory and the education equity theory.The study selects three representative kindergartens to understand the problems in the process of promoting its inclusive transformation by using questionnaires and interviews,analyze the reasons and give corresponding countermeasures.The investigation shows that there are still some problems in the process of promoting the transformation of private parks into inclusive kindergartens in Yiyuan County,such as the work moved slowly,the distribution of inclusive education resources is uneven,it is difficult to ensure the teaching quality of kindergartens,and the supervision of kindergartens is insufficient.Through analysis,the reasons for these problems are that the implementation of the inclusive policy is not in place,the multiple management and responsibilities are unclear,the government lacks advance judgment and long-term planning,the form of financial subsidies is single and the standard is low,and the effective supervision and assessment mechanism is lacking.Accordingly,the government should improve policy executive power,formulate a long-term development plan,improve the construction of teachers,and strengthen the evaluation and supervision of inclusive kindergartens to promote the inclusive transformation and development of private kindergartens. |
