In the specific practice of rural governance,the allocation of public resources is an important topic,which is very key to improving the effectiveness of rural governance,promoting the orderly connection between poverty alleviation and Rural Revitalization.Sichuan Province is located in the West.In terms of population,economy,agriculture and other factors,it is a large province.The types of rural areas are diverse and the development gap is large.In recent years,the current setting of rural administrative divisions in Sichuan province does not adapt to economic and social development,especially compared with the national average level and other provincial administrative units,the age structure of rural cadres is unbalanced The problems of large number,small scale and high density of township villages and groups are more prominent.As a large agricultural county in the province,G county is in the middle reaches of the province in terms of economic development level,and is in the era background of social structure change,urban-rural integration development and Rural Revitalization.From2019 to 2020,according to the arrangement of Sichuan Province,G county will make an overall plan to adjust and optimize the township administrative divisions,village level organizational systems and villagers’ groups,mainly by adjusting,integrating and merging the existing township and village administrative divisions,breaking down the institutional barriers restricting rural development and local protectionism in administrative regions,and comprehensively optimizing the layout of agricultural industry,transportation,medical treatment and education,Further optimize the allocation of public resources in the three aspects of finance,organization and policy,establish an effective township administrative system,give full play to the role of rural grass-roots organizations,form an efficient rural governance mechanism,and better serve the people.Under the background of implementing the Rural Revitalization Strategy,this paper attempts to explore the problems related to the allocation of rural public resources in G County by using the methods of literature research,in-depth interview and comparative research.Firstly,it expounds the research background and significance of the article,combs the relevant literature research on Rural Governance and public resource allocation at home and abroad in recent years,and clearly defines the main concepts of the research,which lays a theoretical foundation for this paper.Secondly,taking g County of Sichuan Province as the research starting point,this paper analyzes the current situation of rural public resource allocation in G county from three aspects of policy,organization and financial resources,and extracts some experience and Enlightenment of G County in exploring and optimizing rural public resource allocation.Thirdly,according to the definition of public resource allocation in this paper,this paper classifies and analyzes the existing problems of rural public resource allocation in Yingxian County,such as insufficient implementation of policies according to local conditions,insufficient planning of characteristic agricultural industry,cross functions of public resource allocation management departments,weakening of convenient service functions,and analyzes the causes of the problems.Thirdly,it analyzes some practices of rural public resource allocation in typical areas such as Sichuan,Jiangsu,Guangdong and Fujian,and summarizes the experience and practices that can be learned from combined with the environmental elements of G county.Finally,based on the analysis of the problems existing in the county,combined with the experience and practices of typical areas,this paper puts forward countermeasures and suggestions on how to optimize the allocation of rural public resources in G County,such as clarifying the role of county and township governments in rural resource allocation,formulating long-term planning for the construction of rural talent team,building a new agricultural management system,building a standardized system of government services Measures such as revitalizing idle public assets have important theoretical and practical significance for consolidating the industrial foundation of rural revitalization,improving the efficiency of grass-roots governance services,ensuring the investment of public resources,and comprehensively stimulating the vitality of rural governance.
