| With the transformation from traditional social assistance to new-type social assistance,the identification of new-type difficult groups has become prominent,and it is necessary to construct an active discovery mechanism of social assistance.However,there are few such studies at present.In this paper,Deqing County is taken as the research field,and based on grounded theoretical research methods,25 initial categories,12 main categories and 4 core categories are extracted in turn,and a systematic analysis framework of active discovery mechanism for obtaining social assistance is constructed.Among them,the core categories are active intervention,efficient service,multiple participation and dynamic upgrade,which correspond to the concept,purpose,implementation and development of active discovery mechanism in turn.According to this framework,the experience and problems of Deqing County are summarized.The following experiences are obtained: first,give full play to timeliness and initiative,and establish ties with the masses to implement the concept of active intervention through active discovery mechanism;Secondly,by constructing flexible mechanism and convenient process,we strive to obtain benign feedback to achieve the purpose of actively discovering the mechanism for efficient service;Thirdly,the way of department linkage and social forces participation is adopted to enhance the professionalism of active discovery mechanism and strengthen the implementation of multiple participation.The following problems are found: firstly,due to the existence of implementation dilemma and information gap,as well as the need of policy transformation and mechanism reengineering,the dynamic upgrade of active discovery mechanism is required;Secondly,the government has some shortcomings,such as rigid rescue policy,heavy tasks at the grass-roots level,blocked multi-party linkage,lack of intelligent system,weak self-construction of social organizations and unclear orientation of subjects,and problems of propaganda barriers and weak responsibilities and obligations of individuals.To sum up,the path optimization suggestions are put forward from three levels:government,social organizations and individuals.First,the government needs to weaken the tension of policy implementation,actively build grass-roots teams,deepen diversified forms of participation and optimize intelligent service systems.Second,at the social organization level,it is necessary to enhance the professionalism of pluralistic participation,strengthen the awareness of pluralistic participation and help break down propaganda barriers.Third,at the public level,it is necessary to cultivate people’s autonomy and optimize the consciousness of difficult subjects. |
