| With the deepening of social aging,education for the elderly has been included in the lifelong education system,and education for the elderly has entered to a period of rapid development.As the main position of learning,activities and political guidance for the elderly,veteran cadres university plays an irreplaceable role in improving the spiritual and cultural level for the elderly group,it also promotes the maximization of personal value and social value.At present,many veteran cadres universities’ function is haploid,and the operation and management mode still refer to the traditional government organizations.Under the new situation of comprehensively deepening the reform of public institutions,they are facing the urgent task of shifting from extensive management teaching to high-quality development,co-construction and sharing the educational resources for the elderly.At present,the research on universities for the elderly usually focuses on the education of the elderly at home and abroad,or university curriculum for the elderly mostly,etc.It is not common for the research on universities for the elderly,especially for the veteran cadres university in terms of public management.The author analyzes the development status of aging education at home and abroad,understands the running mode of universities for the elderly from the perspective of public services equalization,and then demonstrates that education for the elderly is an indispensable link in the process of realizing equalization of public services,and the veteran cadres university is an important part of aging education in China.Using the literature research method and the interview method,Combing and study the current status of Henan Provincial Veteran Cadres University,analyze the work situation of function transformation and education mode and management mode of senior cadre university in the past two years.It is found that there are problems such as uneven distribution of public resources and limited public service functions in the function establishment and operation mechanism.Through using the theory of lifelong education and the theory of government functions,the author analyzes and summarizes the scientific and reasonable suggestions and countermeasures of the maximum value utilization of resources to play the role of public welfare function and improve the operation mode,such as strengthening service concept,improving service quality and enriching service forms.Which can be provided to the other universities for the elderly as the decision-making basis. |
