Research On The Coordination Mechanism Of Villagers’ Interests Under The Background Of Rural Governance

Interests are the foundation of all human activities,and safeguarding and coordinating the interests of villagers is the key content of promoting the modernization of rural governance at present.The "14th Five-Year Plan for Promoting Agricultural and Rural Modernization" issued by the State Council clearly pointed out that it is necessary to establish the concept of people first,safeguard the interests of farmers economically,protect the rights of farmers politically,stimulate farmers’ enthusiasm,initiative and creativity,and continuously meet farmers’ yearning for a better life.With the continuous deepening of rural reform,the differentiation of social classes,the widening of the gap between the rich and the poor,the interest relationship between villagers from unity to pluralism,and the fragmentation of interest sources,resulting in the difficulty of coordinating the interests of villagers,bringing risks to the construction of rural governance and a harmonious society.How to build a sound coordination mechanism for the interests of villagers,meet the villagers’ pursuit of a better life,and realize the modernization of rural governance has become an important issue that must be solved in the process of rural revitalization.Therefore,it is necessary to establish a sound coordination mechanism for the interests of villagers,coordinate the interest relationship between multiple subjects,and promote the modernization of the rural governance system and governance capabilities.To build a mechanism for villagers to coordinate their interests,we must adhere to the people-centered,overall planning and consideration of the interests of all parties,and adhere to the basic principles of fairness,justice,and benefit sharing.This paper analyzes the background,status and different pursuits of interests of the various parties through the interest analysis method,and explores the problems of conflicts of interests among villagers.This paper selects three administrative villages in Z City,Henan Province,as the research objects,and through empirical research,it is found that the current problems of villagers in rural areas have a weak awareness of expressing their interests,the channels of expression are not smooth,the ability of grass-roots party organizations to integrate the interests of grass-roots party organizations is insufficient,the benefit sharing cannot be realized,and the interest protection mechanism is not in place.How to build a sound interest coordination mechanism has become an urgent problem to be solved in the current process of rural governance.Through the analysis of the interests of various subjects,it is found that the causes of the above problems are first of all,the weak awareness of the expression of the subject and object,the lagging construction of rural grass-roots party organizations,then the imperfect benefit sharing mechanism,and finally the imperfect villagers’ interest protection mechanism,which restrict the villagers’ interest coordination mechanism from playing an effective role.To solve the problems existing in the current villagers’ interest coordination mechanism,it is first necessary to smooth the channels for the expression of villagers’ interests to ensure the reasonable interest demands of villagers;secondly,it is necessary to improve the ability of grass-roots party organizations to integrate interests,adhere to the party’s overall leadership over rural work,and then establish a sound benefit-sharing mechanism to ensure that villagers increase their income and become rich,and finally improve the villagers’ interest protection mechanism to ensure that the basic interests of villagers are not damaged to enhance the effectiveness of villagers’ interest coordination,so as to promote the modernization of rural governance capabilities and governance systems.
