| For a long time,community has been regarded as the constituent cells of society,and community governance is at the heart of the modernization of the country’s governance system and governance capacity."Village-to-house" community is a type of community with transitional nature,which is different from rural and urban communities.It faces a unique governance dilemma,and social problems and contradictions are relatively concentrated.Since the fourth plenary session of the 18 th CPC central committee put forward that we should give full play to the positive role of civic conventions and township rules and conventions in social norms in social governance,the theories and practices of community conventions in community governance have been constantly enriched.In December 2018,the ministry of civil affairs and other seven ministries and commissions jointly issued the guidelines on doing a good job in the work of village regulations and community conventions,which further emphasized the importance of community conventions and other norms in modern community-level social governance mechanisms.At present,social organizations in Hangzhou have been widely involved in the construction of the community residents’ convention,but why and how social organizations are needed to participate;There is a lack of systematic research on the role of social organizations in the process.So the author through literature method,interview method,observation method and so on way to collect data,based on the theory of polycentric governance theory,to social organizations to participate in Hangzhou N community governance practices as the foundation of practice,from solving village and in the perspective of community governance dilemma,tried to analyze the home village changed the urgency of the construction of the community residents convention and the need for social organizations to participate in,and to explore the unique role of social organization and play a unique role.In the research process,this paper analyzes the formation path,characteristics,governance dilemma and the role of community convention of "Village to Residence" community,and then concludes the necessity for social organizations to participate in the construction of community convention of "Village to Residence" community.Firstly,endogenous ability of community order of "Village to Residence" is insufficient.Second,this is the demand of building a service-oriented government and the diversification of governance bodies.On this basis,this paper elaborates the motivation and process of Y institution’s participation in the process.By summarizing the cases,this paper summarizes the roles played by Y institution in the process as requirements for assessor,facilitator,service provider and intermediary,and makes a detailed analysis of its "two-way empowerment" and mediation function.Finally,this paper discusses the limitations in practice cases,including the gap between role playing and role expectations of social organizations,the strong dependence of communities on communal organizations,and the unsound mechanism of rewards and punishments of conventions.In view of the limitations,this paper puts forward some countermeasures and prospects in order to provide reference for social organizations and "community conventions" to play an effective role in the community governance practice of "Village to Residence". |
