The construction of the development zone is the successful practice of China’s reform and opening-up,which has played an irreplaceable role in promoting the reform of the system,improving the investment environment,guiding the industrial agglomeration and developing the open economy.In January 2017,the state issued"Several Opinions on Promoting the Reform and Innovative Development of the Development Zone",which further intensified the reform of the Development Zone and marked a new period in the reform of the institutional mechanism of the Development Zone.Q Development Zone follows the pace of reform and will begin to carry out comprehensive institutional reform in 2019.Under the background of the new round of institutional reform,the development zone implements the system of full-time appointment,seals the staff files,stands up all the time,competes for the full position,and no longer implements the management system of the former state staff file status.In this paper,taking the performance management system of Q Development Zone in Shandong Province as the research theme,using the relevant theories and related tools of performance management,combined with the successful performance management experience of advanced development zones in China,the existing performance management system of Q Development Zone is optimized.First of all,the relevant theoretical knowledge of performance management is sorted out as the theoretical basis and theoretical support for thesis research.Secondly,through the semi-structured interview method and questionnaire survey method,the current situation of performance management in Q Development Zone in Shandong Province is deeply understood and analyzed,and the problems existing in the existing performance management system and the causes of the problems are found.Third,combined with the performance management theory,the performance management system of the Q Development Zone is optimized and designed by using the 360°assessment method and the behavior anchoring level method,so that the performance management system becomes a virtuous circle system.Through the research of this paper,a performance mechanism for continuously stimulating the potential of cadres in the development zone and improving the synergy of cadre work has been established.The research results of the paper have strong versatility,which not only provides basic support for the continuous improvement of the performance management system of Q Development Zone,but also has important reference value for the performance management of other provincial development zones.
