Strategies For Improving The Social Security Service Of D Town’s Government Under The Rural Revitalization

With the deepening of the reform,the township government to solve many problems in the current complex social background,it is necessary to constantly deepen the social security service reform of the township government,change the social security service function of the township government,to build a perfect township social security supply system with the concept of "service-oriented" government.In 2021,the Rural Revitalization Promotion Law of the People’s Republic of China was officially adopted,providing a legal basis for the implementation of the rural revitalization strategy and a method and guarantee for solving the social security problems of township governments.At present,the government’s public service capacity,especially the social security service capacity,has become a research hotspot in the field of public management.There have been many researches on the government’s social security service capacity in China.Scholars have analyzed the existing problems,constraints and construction paths of the social security service capacity of grassroots governments from different perspectives.It provides a lot of data for the study of the social security service ability of township government.However,in the context of rural revitalization strategy,there are few small-scale and specific case studies on social security services of township governments,and relatively few studies on the combination with service-oriented government theory.Firstly,this paper adopts literature research method to sort out the definition and development history of rural revitalization strategy,public service,social security and other related concepts,as well as the research progress of township government social security service capacity and service-oriented government theory.Secondly,through the field investigation method,through the field investigation and research of D town in Yanbian Prefecture,the specific measures of D town in social security services are sorted out.Thirdly,through the method of questionnaire survey,from th e composition of social security services to design a questionnaire,the investigation of D town residents to D town government social security services satisfaction degree;Finally,combined with the township government’s social security service capacity model and service-oriented government theory,the following problems are analyzed in the social security service capacity of TOWN D: lack of top-level design and long-term planning ability;Insufficient investment of public resources and social security se rvices;The implementation capacity of social security needs to be improved;Social security service supply and crisis management system is not perfect;The supply of social security services does not match the needs of villagers.In the context of rural revitalization strategy,combined with the theory of service-oriented government and the results of questionnaire analysis,the following strategies are obtained to improve the social security service capacity of D town: reform the township administrative system to meet the development requirements of rural revitalization strategy;Perfect the financial system of township government social security service;Strengthen the construction of social security service personnel of township government;Establish a sound social security supply and crisis management system;We will improve the matching degree of government social security service supply.
