High-quality development is imperative in the new era,but the previous rough economic development mode has made water environment been deeply damaged.The improve aquatic ecology is becoming more important for the party and the country.The river head system has created a governance paradigm in which the main leaders of Party and government called the "river head" and coordinate the management and protection of rivers and lakes in the region.By giving full play to the main role of Party and government leaders,it has organized various government departments and social forces to form a governance joint force,and solved a large number of long-standing problems in river regulation and protection,It has become an effective institutional practice to solve the problems of water ecological environment.R city began to fully implement the river head system in 2017.After several years of efforts,it has brought unexpected changes to the people’s life,employment and entrepreneurial environment in r city.However,while affirming the achievements,we can still find many problems in the implementation of river head system in r city.Through the practical research of r city,we try to find problems in the process of implementing the river head system in R City,such as insufficient crackdown on river related violations,single participants,separate government departments,imperfect infrastructure and insufficient assessment.These problems Severely Limit the development of water resources protection.According to the characteristics of the river governor system,this paper use collaborative governance theory and holistic governance theory as main analysis framework,and analyzes that the main reasons for these problems in r city are the imperfect River legal system,the lack of multi subject participation system,the government working mechanism needs to be improved,the lack of capital guarantee and scientific and technological investment,and the lack of assessment and evaluation mechanism suitable for the river governor system.Then,from the perspective of combining theory with practice,this paper pull out five useful suggestions: first,strengthen judicial guarantee and increase illegal costs,strengthen administrative law enforcement,crack down on illegal acts involving rivers,establish a linkage mechanism of "river chief + police chief + procurator general",and promote the construction of procuratorial public interest litigation system;Second,encourage enterprises and social organizations to participate,call on the public and volunteers to participate and actively accept social supervision from the aspect of multi subject participation;Third,from the aspect of improving the work coordination mechanism,strengthen the functional orientation of the river head system office,clarify the division of responsibilities of the river head and various departments,strengthen inter departmental and inter regional coordination,and strengthen the construction of talent team;Fourth,we should make rational use of financial funds,appropriately introduce social funds,and strengthen the application of river head management system and New River governance technologies in terms of strengthening capital supply and assistance in the application of science and technology;Fifth,from the aspect of establishing a scientific assessment and evaluation mechanism,reasonably formulate assessment methods,improve the reliability and fairness of assessment,and scientifically apply the assessment results.There is still a long way to go in the practice of river head system in r city.I hope the exploration of theory can give inspiration. |
