Research On Comprehensive Law Enforcement Of Urban Management In HeLan County Based On ORTCC Model Of Fine Management

Urban Management is the key content of national governance and social governance.The quality of urban management is directly related to the level of social stability and urban development.The central urban work conference in 2015 has put forward clear requirements for strengthening the level of urban fine management.In 2017,General Secretary Xi JinPing made an important statement that"Urban management should be as fine as embroidery,"further clarifying the direction and requirements for improving the level of urban management and governance capacity under the new situation.As a scientific management idea,fine management is the inevitable requirement and direction of urban management under the new development trend that the level of urban construction and the people’s yearning for a better life are constantly rising.In recent years,HeLan County has been actively exploring and practicing in deepening comprehensive law enforcement reform and advancing urban fine management,resulting in such beneficial practices as improving law enforcement mechanisms and promoting law enforcement to subside,but also exposed the system mechanism is not smooth,the urban management law enforcement team overall level is not high,the management pattern is rough and so on the question and the insufficiency.These problems restrict the establishment and formation of a clean,standard and orderly urban environment and urban order,at the same time,there is a big gap with the requirements of modernization of social governance,refinement of urban management,diversification of governance subjects,scientific governance mode,legalization of governance process and standardization of governance mechanism.From the perspective of the ORTCC model of fine management,this paper analyzes and defines the concepts of urban management,comprehensive law enforcement and so on,this paper focuses on the connotation and characteristics of the core theory of refined management theory and the basic framework of the ORTCC model.On the basis of conceptual and theoretical research,an empirical study on the comprehensive law enforcement of urban management in Helan County was carried out,and the development course and working mode of the comprehensive law enforcement of urban management in Helan County were clarified from the practical point of view,this paper sorts out the problems existing in the comprehensive law enforcement of urban management in Helan County,such as the slow progress of the construction of the rule of law,the running of the organization is not smooth enough,the construction of the law enforcement team is weak,the image of law enforcement is in urgent need of improvement,and the means of law enforcement in urban management is single.At the same time,based on the ORTCC model of fine management,and based on the research and analysis of the five subsystems of the model,this paper analyzes on the causes of the problems from the aspects of the goal setting,the establishment of the system,the examination and examination,the team training,and the construction of the city management culture,and advances some paths for improving the comprehensive law enforcement level of the city management in Helan County,it includes establishing the concept of management for the people,administration according to law,multi-management and intelligent management,perfecting the Comprehensive Organization of law enforcement,clarifying the three lists oflaw enforcement of urban management,activating the material and spiritual culture of urban management law enforcement departments,etc..It is hoped that through the study of this topic,some suggestions and suggestions can be made for Helan County to solve the difficult problems of reform and advance the fine management.
