Research On The Dilemma And Countermeasures Of Urban Mobile Street Vendors Management From The Perspective Of Fine Management

With the development of urbanization,the management of mobile vendors is still one of the most difficult problems that cities need to solve urgently.In recent years,although the urban management department of District A of Ya’an City has made substantial progress in the management of mobile vendors,and has made positive contributions to the success of Ya’an City in creating a National Health City.However,problems such as poor governance,irregular law enforcement,and difficulty in law enforcement are still outstanding.Although the development of a city has a great impact due to the mobile vendors,it is precisely because of the existence of these groups that it has facilitated the lives of citizens to a certain extent,eased employment conflicts,and invigorated the economy.In addition,the continuous advancement of the concept of national urban governance and the introduction of the concept of fine management,require governments at all levels to change the concept of governance.Most of the mobile vendors belong to the socially disadvantaged groups and cannot simply be banned blindly.Therefore,under the new concept,how to solve the problems of the management of mobile vendors in District A of Ya’an City is the starting point of this research.This research is based on the perspective of fine management,using literature method,questionnaire survey method,comparative analysis method and other methods,using Good Governance Theory and New Public Service Theory,mainly focusing on the following aspects of research and analysis: about the governance of mobile vendors in District A,Ya’an City currently,through the questionnaire survey method,the observation method to know the basic situation of mobile vendors,business conditions,views on urban management law enforcement,etc.,to know the citizens’ attitudes towards mobile vendors and their views on urban management law enforcement.Through interviews with leaders and colleagues and using the experience summary method,summarize the current management model and governance effect,and the problems existing in law enforcement in District A at the current stage,and from the idea,legal,law enforcement,mobile vendors,public,and system levels to carry out cause analysis.At the same time,learn from the useful experience of fine management of mobile vendors in advanced cities at home and abroad,use the knowledge learned and the foundation of the preliminary work of thesis,from setting up fine management concept,establishing and improving laws and regulations,improving judicial guarantees and supervision,deepening the reform of the law enforcement system,and strengthen the construction of law enforcement teams,accelerating the construction of Smart law enforcement,strengthen publicity and guidance,encourage the public to participate in management,improving the assessment and evaluation and rewards and punishment mechanisms,and optimize the planning of diversion points,etc.and put forward countermeasures and suggestions suitable for the fine management of mobile vendors in District A of Ya’an City.This study found that in order to fundamentally solve the dilemma of mobile vendors in District A of Ya’an City,it is necessary to adapt measures to local conditions and adopt more precise,standardized and people-oriented management measures to achieve fine management.At the same time,this research will help the local urban management department to apply the fine management concept to the management practice of mobile vendors,provide a certain reference for its improvement of working methods,and improve the effectiveness of management.
