A Study On The Problems And Countermeasures In The Construction Of "Pro-qing" Relationship Between Government And Business

A healthy relationship between government and business plays crucial role in the field of economic and social development.In March 2016,General Secretary Xi Jinping attended a conference of the China Democratic Construction Association of Industry and Commerce,he used the words "affinity" and "clean" to describe the criteria for healthy government-business relations,and formally proposed to build a new type of "affinity and clean"government-business relations.The CPC has strengthened party conduct and corruption control,which has become an important foundation for resolving the problem of collusion and alienation between government and business,and provides a reliable path for building a new and sound relationship between government and business.City J,as a relatively developed areas in Shandong province,and its service conditions in the non-public economic development is relatively good,moreover,City J ranks fifth in China after Shenzhen,Beijing,Guangzhou and Shanghai in the "China Urban Political and Commercial Relations Ranking 2020" published by the National Development and Strategic Research Institute of Renmin University of China.Compared with the ranking in 2018,it has jumped considerably,reflecting that J City has achieved certain results in the governance practice of the relationship between government and business.Therefore,it has typical significance to study the relationship between government and business.From the perspective of public choice theory,this paper uses case analysis,grounded theory analysis,interviews and other analytical methods to analyze the problems existing in the construction of " affinity and clean" government-business relationship in city J from the micro perspective of government officials,and puts forward countermeasures and suggestions.Starting from the governance practice of building a "affinity and clean" government-business relationship in City J,this paper finds out the specific problems existing in City J;Based on the grounded theory,this paper makes a qualitative analysis of the cases reported by the discipline inspection and supervision organs in City J,constructs a grounded theory model,and puts forward a problem analysis framework with self-factors,external factors,institutional factors and social factors as the core elements,which holds that the self-interest of officials,as well as the external forces of hunting,supervision and accountability,discretion,job influence and administration.As well as social factors such as official standard thought and human culture,are the deep-seated reasons for the problems in the construction of government-business relationship in City J.The countermeasures and suggestions:First,break the self-interest value orientation of government and business,establish a scientific performance orientation,and build a multi-value orientation;Second,strengthen the supervision and punishment of government and business,strengthen the supervision and restriction of power operation,and broaden the coverage of corruption punishment;The third is to standardize the legal operation of the government and business system,maintain the fair and transparent operation of the market,and clarify the boundaries of power and responsibility.The fourth is to carry forward the"affinity and clean" social culture of government and business,break down the bad habits of utilitarian human culture,and cultivate a clean and honest culture of society.
