In 2018,the National People’s Congress adopted a decision to formally integrate the national tax and local tax authorities at the provincial,county and township levels in China,and established a new national tax authority to specifically undertake the collection and management of all taxes,social insurance premiums and non tax income in the areas under its jurisdiction.The listing and establishment of the national tax authorities at the provincial level and below marks the basic completion of the reform of China’s tax authorities,The reform of China’s national tax and local tax collection and management system has also entered a new stage of development.China is steadily moving towards the goal of tax management modernization.The focus of this reform is to further standardize the setting of various internal institutions of tax authorities and further optimize the functions of tax departments while streamlining the number of tax authorities,In particular,the functions of tax service,tax big data and risk management,social security insurance premium and non tax organization income,cross regional inspection and other aspects have been strengthened.After the merger of national and local tax institutions,grass-roots tax authorities have urgent needs in terms of unified tax collection and management methods,post responsibility reset,person post matching,process reengineering and so on.In order to achieve new functions and goals,we must reshape the tax work concept and management mode,Improve the ability of tax cadres.Since the institutional reform,grass-roots tax cadres generally feel that there are many people,many jobs,difficult jobs and high risks.It can be seen that the merger of national and local tax institutions is not as simple as the physical merger on the surface.The problems in the merger process are reflected in the plight of tax institutions in human resource management.Human resource management is a process of change and continuous summary,Its purpose is to realize the dynamic connection between the enterprise and employees,employees and work,employees and employees,and make effective use of the allocation of human resources in the enterprise.In the actual management of the enterprise,only scientific and effective management methods with high suitability of personnel and posts can stimulate the potential of employees,mobilize their work enthusiasm,improve work quality and efficiency,so as to better realize the strategic objectives of the organization.Taking the public management discipline as the background and from the perspective of person post matching in human resource management,this paper sets the tax bureau of X county as the analysis object to analyze the person post matching of the tax bureau of X county.Firstly,the author integrates and classifies the relevant theories to find out the factors affecting the effect of person post matching.Secondly,through the development of reasonable questionnaires and interview outlines,this paper studies the person post matching of the tax bureau of X county in combination with field investigation and research,By analyzing,summarizing and summarizing the survey results obtained,we found the problems existing in the process of person post matching of X county tax bureau.Then,when analyzing the problems currently faced by the person post matching of X county tax bureau,we found out the causes of the problems from three aspects:the importance of person post matching,management system and operation mechanism according to the relevant theories.Finally,according to the problems existing in the current situation of person post matching of X county tax bureau and the analysis of causes,combined with the actual situation,Put forward specific operable optimization suggestions for X county tax bureau to improve the matching degree of personnel and posts.
