Institutions are playing an important role in China’s socialist modernization.As China’s reform and opening-up enter a phase of toughness and hardness,the CPC Central Committee has proposed in the 13 th Five-Year Plan to deepen the reform of the personnel management system in institutions under the background of building a well-off society in an all-round way,which is not only a need of the time,but also a need of the institutions for seeking survival and development.Institutions have now applied the employment system of every entry through examination,which is similar to the employment of the civil servant.This system has its advantages to meet the demands of transparency,openness and fairness.However,it still has its limitations as it cannot implement the talent strategy of the enterprise management for institutions,and cannot help to select more high-quality talents for the institutions with business nature.This thesis paper has introduced a recruitment project developed by the Institution A that applied the model of Person-Post Matching,and compared it with the traditional recruitment model.The traditional recruitment model emphasized the openness of the examination but ignored the matching of the talent and the post,which resulted in short term turnover due to the misfit.As for the 2015 recruitment project by the Institution A,it followed the concept of project management to carry out the recruitment based on the principle of Person-Post Matching,focusing more on the talents’ post adaptive capacity and their potential for future development rather than depending on the examination results.In accordance with the flow management of project planning,plan,progress control and management,the Institution A has achieved a better recruitment result by reforming the contents and methods of the examination to fit the need of the development.The successful application of the project management indicates that the institutions under enterprise management should follow the market rules in the process of development,to improve performance and apply the talent strategy that is in line with the need of development through the management innovation.The concept of project management told us that we should not try to select talents through unified examinations or simply focus on the fairness of the examinations,which will put the cart before a horse.This thesis paper to improve the traditional recruitment management with the conceptof project management,discussed the set-up of an employment system based on Person-Post Matching,which has a practical significance to the institutions with business nature like the Institution A.
