Research On The Government's Role In Community Elderly Care Service

China entered the population ageing in 2000.In November 2019,the Central Committee of the Communist Party of China and the State Council issued the population ageing,which states that the population ageing is an important trend in social development and a reflection of the progress of human civilization,it is also China’s basic national conditions for a longer period of time to come.The government plays a leading role in the population ageing,which has led to the emergence of a diverse range of urban community pension needs involving the government,the community,market players and the nonprofit organization.But the government function display,needs the government function accurate display and the performance.However,in reality,the government still has many unsatisfactory aspects,such as backwardness of legislation,lack of systematization of policy,lack of unity and coordination,lack of government supervision and so on.The paper selects the government function play as the starting point,adopts the new public management theory,welfare pluralism theory and other public management theories,starting from the community elderly care service,a quasi public product,combined with the actual situation of r city,studies the government function play in the community elderly care service of R City,analyzes the problems existing in the community elderly care service of r city,and analyzes the reasons for the problems.It is found that the R municipal government has some problems in the function of community elderly care service,such as insufficient publicity and promotion,the policy system needs to be improved,the lack of guiding diversified forces to join,and the management and supervision need to be strengthened.The reasons for the problems include the need to improve the government service awareness,the lack of grass-roots people’s experience,the lack of guidance,and the need to improve supervision and management.By learning from the measures taken by the German,British and Japanese governments in developing community elderly care services,the following experiences are summarized: first,strengthen the support and publicity of community elderly care policies;second,encourage multiple forces to join community elderly care services;third,support and cultivate community elderly care service teams;Fourth,strengthen the supervision and management of community elderly care services.At the end of the article,the following measures are put forward from the following four aspects: first,strengthen the publicity and promotion of community pension policy;second,improve the government policy system;third,encourage and guide multiple forces to join;fourth,strengthen the supervision and management of community pension services.
