Study On The Function And Optimization Of Aging Population Management In China

The situation of aging population becomes increasingly serious. Facing the followingseries of problems, the government must effectively manage and provide satisfiedservices to meet the needs of an aging population. This is in fact the issue ofgovernment functions.The existed researches most focus on population aging and aging career, only someabout government functions in aging population, which studies the presence of asingle field, and lack of system. Most results are (such as old-age security, pensionservices) just in a specific field and lack of comprehensive grasp of the entire Chinesepopulation aging. This thesis provides a more systematic and comprehensive view tosee the government functions of population aging in China. With the help of theoriessuch as public goods and public services, governance, public policy, here informs ananalytical framework involved the government functions of four issues, namely thelegal basis, work content, institutional support and fulfilling way.By combing the legal text, classifying tasks and policy documents, browsing agingwebsites, etc., the basic status of government functions in aging population are wellknown. Next this thesis selects Jiangsu Province as a case study to show more details.Then further summarize the problems in current situation as following issues:inadequate laws and regulations, institutional settings unreasonable, functional tasksare not clear, unscientific policy design, supervision and management is not in placeand the lack of sustainable investment mechanism.Aging trend will not diminish for a long period of time, thus the government’stop-level design should be sustainable. This article are from the perspective of thegovernment’s macro strategic planning to improve the current situation and offerssome optimized thinking in following aspects: building a complete legal andregulation system, improve the institution settings (including the authority to establishclear management authority, streamline the preparation of bodies), reconstruction ofpublic policy system (includes not only the old policy so directly involved in a similarpension system, including family planning policy is also a class of indirectrelationship involving the old policy), planning input mechanism (including financial and human input), the formation of putting government, market and society together(to encourage market aging industry development and social forces to provide pensionservices).
