Research On Public Opinion Absorption In The Policy Agenda Of District Government

District-level government is both the maker of local policies and the executor of higher policies,which plays an important bridge between the public and the higher government.As the "first pass" of the policy process of the policy agenda,the effect of public opinion absorption directly determines the democratization of the policy process.In recent years,China’s district-level governments have actively explored and promoted the reform of the policy agenda setting,innovated and improved the form of public opinion absorption,and achieved good results.However,with the acceleration of the social democratization process,there are also some irregular and opaque problems in this field,which have weakened the credibility of the district-level government.We will actively find and solve the problem of public opinion absorption in the policy agenda of district-level governments,so that policies can more fully reflect public opinion and solve the people’s difficulties,and increasingly become an important research topic for the democratic development of public policies.Based on this background,this thesis,from the perspective of the setting of policy agenda,the policy agenda and service-oriented government theory,takes District D of City J as an example,studies the problems and optimization countermeasures of the policy agenda of district governments as public opinion.First of all,the policy agenda setting of our district-level government and the current situation of public opinion absorption are expounded.From the limited policy of resource allocation,policy agenda adjustment,strengthen the reality of public opinion absorb district government research characteristics from other local governments,on the basis of the district level government executive meeting system and the basic procedures,mode to set the basic policy agenda,summarizes public opinion absorb basic channels,main mechanism,development situation and experience.Next,Based on the 2017-2021 Executive Meeting of District D Government,Analyze the situation of public opinion absorption from seven perspectives:the source structure of the agenda,the agenda setting task category,the macro areas of the agenda setting,the subdivided areas,the modes and channels of public opinion absorption,We will summarize and collect public opinion at different levels,integrate channels for institutionalized and socialized public opinion,establish a mechanism for joint research and judgment on major agendas,release information on agendas in due time,and continue to strengthen the government style,We will summarize the main experience of effective public opinion absorption relying on the open agenda setting environment,public opinion absorption should run through the whole process of the agenda and the public opinion pressure absorption mechanism where the agenda needs rapid response.Thirdly,the main problems and reasons for the absorption of public opinion in the policy agenda of the district-level government are analyzed.The main problems are:lack of smooth and efficient public opinion collection channels,lack of clear public opinion screening standards,lack of a sound interaction mechanism between the government and the people,and lack of effective process supervision.The main reasons for these problems include the inertia restriction of the traditional intermal input policy agenda construction model,the insufficient ability of citizens to participate in the policy agenda setting,the imperfect system and mechanism for public opinion absorption,and the lack of legal guarantee for public opinion absorption.Finally,the optimization countermeasures to solve the problem of public opinion absorption in the policy agenda of district goverument is put forward.We will reshape the value orientation of policy agendas for district-level governments,improve the channel system and institutional standards for public opinion absorption,establish a regular policy agenda and the interaction between the government and the people,and improve the mechanism for tracking and effectiveness of the policy agenda.
