The report of the 19 th CPC National Congress in 2017 stated that China’s economy has turned to a high-quality development stage,from which the concept of "high-quality development" came.The practice of reform and opening-up for more than 40 years and the development of private enterprises have revealed that the development of private enterprises cannot do without the government’s reasonable guidance.Under the new situation,the high-quality development of private enterprises is necessary and urgent.As an important link in the national governance system,local governments shoulder the role of regulator and rotating shaft in the economic and social transformation,.Industrial policy plays an important role of "catalyst" and "guide" in the development of private economy.Exploring reasonable industrial policy is very important in promoting the high-quality development of private enterprises.This paper focuses on the impact of industrial policy on the high-quality development of private enterprises.Based on the new public service theory and through literature research,this paper defines and qualitatively analyzes the connotation of high-quality development of enterprises.This paper takes the industry in D District of R city as the research object.On the one hand,by collecting and sorting out various statistical data resources about private enterprises from relevant departments of D District government,combined with the new development concept,this paper selects indicators meeting the high-quality development requirements of private enterprises,determines the weight of various indicators under the guidance of entropy method,creatively introduces correction coefficient,and constructs the high-quality development index system of private enterprises.This paper introduces the micro data of private enterprises into the model for trial calculation.According to the evaluation results,this paper classifies the high-quality development of enterprises.On the other hand,this paper focuses on the correlation between industrial policy and the high-quality development of private enterprises,uses case study method and questionnaire survey method to obtain the basic data of the development of private enterprises,and uses SPSS statistical analysis software for correlation and multiple linear regression analysis.Based on the high-quality development index system of private enterprises and the interaction between industrial policy and the high-quality development of private enterprises,it can provide strong support for industrial policy-making from both quantitative and qualitative aspects.This paper hopes to provide theoretical and technical support for local governments to formulate industrial policies with maximum efficiency.At the same time,it can promote the modernization of local government governance ability,promote industrial policies to better serve the high-quality development of private enterprises,and then drive the high-quality development of local economy and society.Through research and analysis,this paper believes that the industrial policy of local government should take serving private enterprises as the purpose,better serving the high-quality development of private enterprises as the core,and promoting the high-quality development of economy and society as the goal.Justice and rule of law,responsibility and innovation,efficient service,supervision and assessment should run through the whole process of industrial policy formulation and implementation of local government.
