Research On The Mechanism Construction Of Residents’ Participation In Urban Community Industry Committee

As China enters a new stage of development,it is facing many new situations,new situations and new requirements.The people expect a higher level and higher quality of life.Some property enterprises fail to keep pace with the times and transform in time,resulting in contradictions and disputes with residents,and the governance ability of grass-roots governments can not meet the needs of residents,which has greatly stimulated the enthusiasm of residents for autonomy.At the same time,the global outbreak of COVID-19 has exposed such prominent problems as the serious shortage of grass-roots prevention and control forces in China,the blocking of channels for residents to participate in governance,and the insufficient role of autonomous organizations.In this context,governments at all levels began to guide residents to realize self-service,management and supervision through autonomous platforms such as chengliye Committee.This paper try to make an deepth analysis of the residents’ participation mechanism in the Industrial Committee of urban community in D City,analyze the current situation of the Industrial Committee,analyze the existing problems and reasons,and put forward countermeasures and suggestions.Firstly,this paper starts with the operation of the Practice Committee and the operation of residents’ participation mechanism.Based on the questionnaire survey data of D City,this paper mainly makes an overall evaluation from the dimensions of residents’ participation subject structure,participation degree,participation mode,participation mechanism and participation effect.Through the use of participatory governance theory and autonomy theory,this paper focuses on the residents’ autonomy mechanism,driving and guarantee mechanism This paper analyzes the collaborative governance mechanism,and indicates the issue of residents’ participation in the operation of the mechanism,such as the shortage of range and depth of residents’ participation,the lack of mobilization and guarantee support from the government,and the easy divergence within the industry committee.Secondly,around the four grass-roots governance subjects of residents,industry committee,governm ent and property company,this paper expounds and analyzes the factors affecting the operation of residents’ participation mechanism.Finally,focusing on the current problems and reasons,from the perspective of top-level system design at the macro level,this paper puts forward suggestions on improving residents’ autonomy mechanism,strengthening government guidance and support,and promoting collaborative governance,combs the advanced experience of Hangzhou,Shanghai and other regions,and puts forward specific measures such as building a grid governance platform and cultivating community culture at the micro level.
