| In the context of digital government construction,information technology has profoundly reshaped government organizations and played a huge role in improving the governance efficiency of government departments.At the same time,realistic factors such as the fragmentation of government departments in the traditional administrative system have caused the phenomenon of "data chimneys" and "information silos" in the data sharing of government departments,resulting in difficulties in the transformation of digital government.How did the J city government break through the "data chimney" dilemma through the reform of "Yiwang Tongban"?What is the underlying logic behind its behavior?Focusing on this core issue,this thesis sorts out the research and development of domestic and foreign scholars from the two aspects of government department behavior and government data sharing.It is found that the research on describing the behavior logic of government departments from a single dimension is becoming more and more unsustainable,and a more consistent theoretical framework is urgently needed to analyze the data sharing behavior logic of local government departments.Subsequently,this thesis defines the concepts of "government data sharing" and"Yiwang Tongban",based on the theory of digital governance and rational choice institutionalism.Following the idea of "organizational analysis dimension-behavior driving factors-organizational behavior strategy-organizational behavior logic",a theoretical analysis framework of the data sharing behavior logic of government departments is constructed.Through on-the-spot observation and in-depth interviews,collect and sort out relevant data on the reform of "Yiwang Tongban" in J City,S province,and present a case study of data sharing behaviors in the reform of "Yiwang Tongban".The case is analyzed from three dimensions:inter-organizational relationship,internal characteristics of the organization,and external environment of the organization.The research finds:(1)Government departments are affected by three factors:multiple pressures under the constraints of institutional predicament,multiple driving forces driven by value leadership,and stable practice situations under the support of information technology.The choice of its data sharing behavior strategy is guided by task completion,active action,and instrumental rationality,and follows the three principles of doing nothing,doing things successfully,and being able to do things.This makes the data sharing practice behavior of government departments in the reform of"Yiwang Tongban".showing a triple logic of avoiding responsibility,innovation,and field.(2)The relationship between the three logics is not separated from each other,but interacts and influences each other,acting together in the data sharing behavior of local governments.Taking the 2019 national video conference on deepening the reform of "delegating power,delegating power,regulating services" and optimizing the business environment as the time node.Prior to this,government data sharing was under multiple pressures within the institutional predicament,and the logic of avoiding responsibility dominated;After this,the local government has a strong reform engine through institutional adjustment.Driven by multiple driving factors in value leadership,government data sharing tends to adopt continuous innovation behaviors,and innovation logic occupies a dominant position.Field logic,as a bridge between the organization and the external environment,has always existed in the behavior process of government departments.At the same time,field logic not only provides support for responsibility avoidance and innovation logic,but also accepts responsibility avoidance and innovation logic to shape it.In addition,responsibility avoidance logic and innovation logic can be transformed into each other under certain conditions.Finally,this thesis puts forward the optimization path of data sharing in my country’s government departments from three aspects:strengthening the guidance of data sharing value,rationalizing the government management system and mechanism,and improving the technical support of data sharing. |
