With the development of economy and society,our country’s labor relations have become increasingly complex.As a result,labor disputes have become increasingly prominent,which poses great challenges to social harmony and stability.Especially in recent years,labor disputes have frequently occurred,and the personnel labor dispute cases handled by the primary mediation organizations and arbitration institutions of labor and personnel disputes at all levels across the country has been on a quickly rising trend.Therefore establishing a effective collective wage negotiation system is a key link in improving market mechanism regulation,coordinating enterprises’ independent distribution,strengthening the democratic participation of employees,and coordinating national macro-control and guiding wage distribution mechanisms.Cconducting collective wage negotiation is important for safeguarding the legitimate rights of employees,and promoting relationship between employee and employers.Meanwhile,collective wage negotiation can mobilize the enthusiasm and creativity of employees,promote the sustainable and healthy development of enterprises,and promote coordinated economic and social development.Therefore,how to strengthen the implementation of the collective bargaining system for wages,give play to the role of collective bargaining,and promote both parties to form a community of interests in which the development of the enterprise,the growth of employees,and the difficulties of the enterprise are shared,so as to build a harmonious labor relationship,is crucial questions placed in front of all levels of government departments and trade union organizations Problems that need to be solved urgently.In recent years,the Wuhou District of Chengdu has adhered to the general tone of pursuing economic growth while the whole society maintains good stability.The scale and number of enterprises have maintained a good momentum of growth,which helps a lot in stimulating economic growth in the region.For building harmonious labor relations among enterprises,the Wuhou District of Chengdu started collective wage negotiation in 2004,it has attached great importance to it,took multiple measures simultaneously,and effectively strengthened organizational leadership,continuously established and improved relevant systems and working mechanisms,and promoted the maintenance of employees.Positive results have been achieved in terms of legitimate rights and interests,promotion of enterprise development,and improvement of the overall status of trade unions,But there are also some problems that cannot be ignored,which restrict the standardized,orderly and efficient development of collective wage negotiations in Wuhou District,Chengdu.In oeder to solve these questions,the questionnaire survey method,the comparative research method and the literature research method are comprehensively used in this article,And the theory of multiple governance,the Smith policy implementation process theory,and the theory of participatory democracy are the basis of analysis of this article.On the basis of the current status of the system and the main results,three problems in the implementation of the collective wage bargaining system were discovered,including formal implementation,selective implementation,and irregular implementation procedures.The cause of the problems were analyzed as the insufficient participation of multiple subjects.,the system implementation mechanism is not perfect,and the related supporting systems are imperfect.As a result,this article puts forward countermeasures and suggestions to strengthen the implementation of the collective wage negotiation system in Wuhou District,Chengdu.Resultly,in order to break through the dilemma of the implementation of the collective wage negotiation system,effectively protect the legitimate rights and interests of employees,achieve a double-win situation for both the labor and capital party,and promote the harmonious and stable development of the economy and society.There are three suggestions,the first is to improve the participation system of multiple subjects,the second is to improve the working mechanism of system implementation,and the third one is to Improve the implementation of related supporting systems.This research takes the Wuhou District of Chengdu City as the object.Starting from the problems that need to be solved,it initially proposes a more systematic and operable specific measures to promote the implementation of the collective wage bargaining system of enterprises.The promotion of collective wage bargaining system in other regions of the country and the establishment and improvement of related mechanisms provide some reference.
