With the rapid development of China’s economy and society, some deep-seated contradictions began to appear. During the transition from planned economy to market-oriented economy, labor relationships also return to the market. The proportion of workers’wage in GDP has decreased for years. At the mean time, the gap between the front-line workers and managers becomes wider which directly cause the wealth disparity and instability ideological status of the workers. In recent years, incidents take place frequently, and bring a very negative impact on the development of society. To solve these important public issues, a deepen reform of the income distribution system is needed. Only in this way that all members of society would have an opportunity to share the fruits of economic development in a greater extent.Wage collective consultation in enterprise promoted by Labor Unions is positive try. It is a important system designed to state regulation of corporate income distribution, which mean to solve the imbalance in our initial income distribution and the intense labor conflicts. This is also a transformation in the field of labor relations from government to governance. From2010, Yunnan Province began to focus on promoting the collective wage negotiation in enterprises, although they made a breakthrough in this work, also exposed some problems.In this paper, through the study of the promoting role in collective wage negotiation strategy which Labor Unions of Yunnan plays. The analysis based on the effect of the implementation from Yunnan economic data in the macro-level, as well as micro-level employee research and specific wage special collective contract. This paper also clarified some main problems the current Yunnan Province unions facing in promoting collective wage negotiations. For example, the union and government, under the heavy pressure from the superior labor union, there is no other choice but using a top-down way forward in order to complete the objectives and tasks.On this basis, the paper further analysis the in-depth environmental factors and the specific reasons which impact the promotion of labor unions in collective wage negotiations work. First, both from the economic environment, social and cultural environment, there is a considerable disadvantage to carry out the collective wage negotiations——the social basis of the collective wage negotiations is very weak. Second, Yunnan unions only attach importance to a top-to-bottom strength promote, but ignoring the governance is extremely important to the bottom-up social participation and the launch of workers.Therefore, the labor unions need to change our strategy in the collective wage negotiations. For example, create the culture and atmosphere of corporate collective wage negotiations and encourage workers’ participation; as well as strengthen self-construction of Yunnan unions, gradually expand the social support of collective wage negotiations.
