With the strategic upgrade of the informatization construction of the courts,the digitization of various data of the court business,the automation and intelligentization of related business processing will be taken as the basic technical route for the construction of smart courts.The court will produce a lot of paper documents in the process of handling cases.These documents are called archives when the case is concluded and archived,and the files related to the case are scanned into digital electronic archives.This process is called the centralized scanning business of court electronic archives.This thesis is dedicated to accelerating the digitization of archives and establishing a centralized scanning system for court electronic archives,which aims to unify the business process of archive scanning and promote the information management of archive scanning.This thesis describes the actual demand analysis,use case analysis,and specific business process analysis of the people’s court’s electronic file centralized scanning business,and designs and implements an electronic file centralized scanning system that combines a C/S and B/S hybrid architecture.The system is divided into archive image collection subsystem and file scanning work management subsystem by design:(1)The archive image collection subsystem is designed with C/S architecture: the client combines with the high-speed instrument to realize the scanning and storage of paper files The server builds support for database access and client query interface through Spring Boot,and uses Http Client to implement data interaction between client and server.(2)The file scanning work management subsystem is designed with a B/S architecture: Java Web programs are developed to support file scanning work management and system function support services.The front end uses Thymeleaf and Bootstrap to complete interactive page design and build a Fast DFS file system,Data backup of the archive files uploaded by scanning.This thesis elaborated on the implementation details in detail.It is divided into six modules: case information retrieval,file directory construction,image collection processing,system management,monitoring and early warning,and file storage from functional modules: case information retrieval,file directory construction and image collection processing.The module realizes the process operation from searching and locating cases to the construction of the scanned archive directory and the collection and preservation of digital archives;the three modules of system management,monitoring and early warning and archive storage realize the business management and system function support of archive scanning.The software system has been deployed in the Tianjin High People’s Court and is in good operation.
