The Research On The Grassroots Cadres’ Responsibility Suspension Under The Unconventional Accountability

The "Four Qing" movement was a vigorous political movement in the 1960s.Based on the method of empirical research,from the perspective of responsibility politics and the background of the grass-roots governance of the "Four Qing" movement,this paper discusses the adjustment of the power structure and system design of the responsible subjects and the evolution of the behavior mode of the corresponding responsibility relationship from the micro level by sorting out the behavior logic of commune and grassroots cadres of the commune team under the unconventional accountability mechanism,so as to further enrich the understanding and grasp of the connotation of the concept of responsibility politics.And it will be helpful to provide useful reference for the power structure and institutional arrangement of grassroots accountability in our country.The main structure of the paper has four parts,the first part analyzes the causes and background of the unconventional accountability mechanism.On the one hand,it discusses the causes of the unconventional accountability from the power structure of the production team itself;on the other hand,it combs the formation process of the unconventional accountability from the perspective of responsibility politics.In the second part,the process of the unconventional accountability mechanism intervening in the power structure of the production brigade is divided into three stages according to the time clues,and how the task force,as the carrier of the unconventional accountability mechanism,has formed the authority expansion step by step in the process of accountability.The third part shows how the grassroots cadres of the new and old commune teams of Yangqiao production brigade respond to the change of the power structure and institutional arrangement through their own duty performance behavior under the structural constraints of the expansion of the authority of the task force,thus causing the dilemma of responsibility suspension.The last part sorts out and reflects the results of this process,and summarizes the corresponding enlightenment.This paper finds that unconventional accountability is not only a general sense of accountability,but also an adjustment of grassroots power structure based on the will of the Party and the state through the form of the generalization of class viewpoint under the background of relatively limited grass-roots governance capacity.This once formed the temporary subject of accountability to the commune and brigade system structure caused excessive power encroachment and rapid discharge of responsibility,which caused a huge impact on the Yangqiao Brigade,through which the resulting changes certainly affect the willingness and behavior of grassroots cadres to fulfill their responsibilities under the original commune and brigade system arrangement,and eventually lead to the temporary dilemma of suspension of responsibility.
