Movement-style Accountability:a Study Of Responsibility Politics In The "Four Cleansing" Movement

From 1963 to 1965,the Communist Party of China launched an urban-rural socialist education campaign in some rural areas and cities across the country.The movement insisted on "taking class struggle as the key link," and its main purpose was to strictly investigate the "four unclear" problems existing in communes and production teams,hold the "four unclear" cadres accountable,and rectify the grassroots cadre team.The "Resolution on Certain Historical Issues of the Party Since the Founding of the People’s Republic" has the following evaluation of the "Four Cleansing" movement:"The socialist education movement from 1963 to 1965 played a role in solving problems such as cadre style and economic management to a certain extent However,because all issues were defined as class struggle,many grass-roots cadres received undue blows in the second half of 1964".In the later period of the movement,the "Four clean-ups" movement showed a tendency to expand.This movement-style accountability method caused some grassroots cadres to be"misfighted" and even some "unjust,false and wrong cases" appeared,which hindered the progress of socialist construction.The reason for this is closely related to the inherent defects and deficiencies of the movement-style accountability in the "Four Cleans" movement.As an unconventional governance model and auxiliary tool commonly used by countries in a specific period,sports governance has high-efficiency administrative efficiency for concentrating resources on major tasks in a short period of time.This is also the reason that the sports accountability of the "Four Cleans" movement can achieve significant results in the early stage The reason lies.However,it is undeniable that sports-style governance lacks the spirit of the rule of law and institutional norms,and the main body of the masses is easy to lose control and can easily lead the movement to the extreme end.Therefore,while the "Four clean-ups" movement has achieved certain results,there has been a trend of expansion of the movement.The accountability of the movement carried out by the members of the main body is mixed with other personal factors.Some members maliciously planted and framed innocent cadres under the guise of the movement.In the later period of the movement,some innocent cadres were criticized for no reason,which affected the construction of rural grassroots democracy and legal system.This article takes Chang’ anbao Village,Hongdong County,Shanxi Province as the research site.Through the oral history non-structured interviews with eight elders in the village who personally experienced the local "Four Qing Movement" from 1964 to 1965,the first-hand survey of auxiliary essay writing is obtained.The data shows the whole process of micro-operation of the movement accountability in the local "Four clean-ups" movement,and analyzes the internal connection between movement accountability and the expansion of the "Four clean-ups" movement.In general,due to the lack of the spirit of the rule of law,the irrationality of the group,and the imperfect system of the movement-style accountability,the "Four Cleansings"movement has expanded and affected the overall governance effect of the entire movement.
