Research On Image Management Strategy Of Tax Authority From The Perspective Of CIS Theory

Government image is a trending topic these days.The Fifth Plenary Session of the 19th CPC Central Committee put forward the goal of "significantly improving administrative efficiency and public credibility",which put forward higher requirements for government image management.As an important national economic management department,tax authorities play an irreplaceable role in promoting national economic and social development and improving people’s liveling standards.How to strengthen the image management of tax authorities,improve the image of tax authorities and enhance the status of tax authorities is a new topic for strengthening the construction of tax rule by law in the new era.This study attempts to introduce the popular enterprise identification theory CIS theory,combined with the attributes and responsibilities of Tax authorities,to build the Tax authority identification System TIS(the Tax Authority Image System).At the same time in Xiamen city tax office,for example,to select the "much starker choices-and graver consequences-in" during the 2016-2020,this five years,by importing the TIS three subsystems,from law enforcement,service,management class comprehensive analysis of the image management present situation and problems,and find the reasons,and then puts forward the targeted tax authorities image management strategy,image provides a new path to improve the tax authorities.Through research,the author found that the tax authority image management is a systematic,comprehensive and strong integrity project,need to change the past practice spread by media to shape the image of the one-sided,from the concept image,behavior to the overall planning,and sets up the "everyone is tax authorities image spokesperson" concept,image management refinement to each work,fulfil every tax cadres,can form the image management together,greatly improve the tax authority management status of image.
