Research On The Implementation Of The Home-Based Aged-Care Informatization Services

Nowadays,the aging of population is the overall trend of China’s social development.Chinese President Xi Jinping stresses that whether we can effectively deal with the problem of aging population in China is inextricably linked to our national development and the well-being of hundreds of millions of people.Some regions have introduced the policy of government’s purchasing of home-based aged-care informatization services to actively explore new models of elderly care services.The original intention of information-based home care services for the aged is to strengthen the connection between the elderly,institutions and aged-care services via different function module of the smart aged-care platform,such as user management service,service dispatch service,call center service,location service,health monitoring service etc.In this way,the ecosystem of home-based aged-care will be improved.However,The implementation effect of this policy remains to be verifiedBased on Sanming city as an example,this article used case study,questionnaire investigation and depth interview method to analysis the encounter problems in the implementation of government’s policy of purchasing information-based home care services for the aged with the theoretical basis of policy execution and the theoretical analysis tool of Horn-Meter Model.This article found that Sanming city’s policy of purchasing information-based home care services for the aged is facing the following problems:the policy standards and targets are unreasonable;the policy resources are insufficient;the communication between organizations are insufficient;the executing agencies are profit-oriented;the system environment has limitations;the policy executors have their own preferences etc.With research interview and questionnaire analysis,this article explores the reasons behind the dilemma of policy implementation,including the "Top-down" policy implementation model’s lost touch with local reality;the inappropriate allocation of human resources,financial resource and information resources;the oversimplified of policy propaganda,the lack of effective supervisory managerial mechanism among executing agencies;the poor quantity and ability of specialized service organizations;the low ability and willingness of service objects to pay for services;the nursing staff’s policy cognitive bias due to self-interest etc.And put forward some suggestions to improve government’s policy to purchase information-based home care services for the aged.
