Research On Rural Cultural Governance Modernization Led By Party Building

Issues relating to agriculture,rural areas,and rural people are fundamental to China as they directly concern our country’s stability and our people’s well-being.Rural culture is a significant part of the construction of the socialist advanced culture.So exploring the rural cultural governance modernization will help to enhance the modernization of China’s governance system and capacity.As the leader,promoter and practitioner of rural governance,the primary-level Party organizations in rural areas is the fundamental force of rural cultural governance.In the face of the new changes and new requirements of rural society in the new era,we should give full play to the Party’s centralized and unified leadership over rural cultural governance,strengthen the Party’s self-construction,take Party building as the guide,mobilize the participation of all subjects,explore a new path of Party building leading rural cultural governance,and realize rural revitalization in effective governance.Focusing on the issue of Party building leading rural cultural governance modernization,selecting five villages in J County,Zhejiang Province as the survey objects,using empirical research methods,through field investigation,questionnaire surveys and interviews,this paper sorts out the advantages of Party building leading rural cultural governance modernization: the enhancement of rural cultural governance ideology,the further construction of cultural infrastructure and the sustainable development of rural culture.Based on the summary and discovery mentioned above,this paper explores a practical path for Party building to lead rural cultural governance modernization in the new era.Party building leading rural cultural governance modernization is a systematic and complex project.In the process of research,this paper introduces the theory of Party Building Leading Development and the theory of Collaborative Governance.By systematically collecting and analyzing the current situation of the Party building leading rural cultural governance in these five villages,this paper summarizes the main problems from the following aspects: the public value orientation needs to be clarified,the mechanism and capacity of collaborative governance needs to be improved,the application of new technology needs to be further optimized.This paper concludes that the Party building and the modernization of rural cultural governance are complementary to each other and develop harmoniously.The last part puts forward appropriate strategies and paths for Party building to lead rural cultural governance modernization.To meet the rural people’s ever-growing need for a better cultural life,we should put emphasis on building a collaborative governance framework with the leadership of primary-level Party organizations and the participation of multi-subject,exerting political function,stimulating the participation,highlighting organizational collaboration,providing system guarantee as well as infusing impetus and energy into the rural culture.This study can provide insights into optimizing the path of Party building leading rural cultural governance modernization,improving the actual status of Party organizations in rural areas,and boost the modernization of the nation’s governance system and governance capability with Chinese characteristics.
