The Aging Suitability Of Public Cultural Service Based On The Theory Of Public Value

At present,China’s aging degree is deepening.The United Nations predicts that by 2025,China will become the oldest " country in the world,and the aging population will become a basic national condition for a long time.This will have a huge impact on our country’s economy,politics,culture and other aspects.In the aspect of culture,it has become the focus of the society to pay attention to the humanistic care of the elderly,emphasize the cultural construction of the elderly,and vigorously develop the public cultural services for the elderly.With the continuous advancement of social governance process,how to integrate the concept of being suitable for the elderly into the supply of public cultural services has become a hot issue in the academic circle.Based on the theory of public value,according to the research idea of value identification —— value creation —— value evaluation,this paper conducts a case study of W City Library,to think about the public value significance of public cultural service and how to promote the aging of public cultural service.In the value identification part,the public value of public cultural service is identified from three aspects: value goal,authorization environment and organizational ability;in the value creation part,the response to the public value of public cultural service and the feedback to the public value of value evaluation part.The study finds that the aging of public cultural services is an inevitable long-term proposition of The Times,and the public meets the requirements of The Times and the preference of the elderly group.Therefore,it is feasible to apply the public value theory to the study of the aging suitability of public cultural services.Under the current background of The Times,the construction of public cultural service suitable for aging not only has policy value,but also has certain social value.This paper makes full use of the resources and service advantages of W City library and the ability of resource integration,and responds to the value demand from three dimensions of multi-subject participation,information technology for aging,and improvement of organizational agility ability.Through the evaluation and feedback of the aging construction of public cultural services,to promote the continuous improvement of the aging construction of public cultural services.
