Research On Equalization Of Urban And Rural Public Culture Service In The Internet Era

In accordance with “13th Five-Year Plan”,the government had been shifting its emphasis on equalization of education for the goal in the first stage “to continually improve the public cultural service system promoting the rational allocation and equally shared system of resources within urban and rural areas,and eventually to achieve equalization of fundamental public services”.The goal cannot be achieved without the synergies of various agencies that coherently affect the improvement of public services.Public library as one of these institutions is responsible for providing the maximum and available resources for the citizens with the unlimited access to the services in that scenario the resources can be effectively utilized and citizens are also able to enjoy the social and cultural life.In the era of rapid development of the Internet,in order to promote the public library as the carrier of the public cultural services,it is of importance to use the internet technology to improve the level of public library services.This thesis takes the equalization of urban and rural public cultural services in the Internet age as the research object,and studies the construction of library resources in Henan province as a typical case.Combined with the relevant literatures at home and abroad,first of all,fair theory,new public management theory,radiation effect theory applies to the study.Secondly it adopts the social and scientific research methods,such as literature analysis,comprehensive evaluation,comparative analysis,case analysis,induction along with deduction as supporting instruments.The data comes from visiting survey,and are evaluated with the Lib Qual + TM which is the service quality evaluation system of index.The thesis takes the library of Henan province and the Guxing town library as representatives reflecting the current situation of the equalization of public cultural services in Henan province and further discuss the reasons behind.Finally,strategies based on the theories and practical cases are given from four aspects:accelerating the speed of construction to increase modernized infrastructure in urban and rural areas;breaking the barriers of resources sharing within different places;perfecting management systems and improving the public awareness and actual participation of using library resources.The creativity of this thesis is to treat library as a unique conduit equipped with the theories of urban radiation and industrial agglomeration in regional economics and revolution ungraded of digital service by internet technology,which could minimize the gap of resource distribution and enhance the flow of resources as well as communication between rural and urban areas.In the long term,it is expected to establish a sophisticated system of cultural radiation within the whole country,and gradually achieve the equalization of public cultural services.
