Study On The Supply Of Rural Public Cultural Service In Sheyang County,Jiangsu Province

Since the 18 th National Congress of the Party,the supply of rural public cultural services has been paid more and more attention by the Party and the government.The report of the Nineteenth National Congress of the Party clearly puts forward that we should pay more attention to the cultural life of the grassroots people and constantly improve the system of public cultural services.The opinions on promoting the high quality development of public cultural services in 2021 also put forward the integration of rural cultural construction into the overall situation of urban and rural economic and social development,and provide people with higher quality,more efficient,more equitable and more sustainable public cultural services.The supply of rural public cultural services in China is a short board in public cultural services.The study of the supply of rural public cultural services in Sheyang County is conducive to enriching the research of public cultural services and providing practical reference for improving rural public cultural services.This paper studies the supply of rural public cultural services in Sheyang County,Jiangsu Province by means of questionnaire.The present situation and problems of rural public cultural service supply are presented in four aspects: supply subject,supply mode,supply content and supply object.Since the 18 th National Congress of the Party,the supply of public cultural services in Sheyang rural areas has formed a government-led supply model,covering the formulation of public cultural service system,the construction of public cultural service infrastructure,the development of public cultural service activities,public cultural service personnel and financial support for public cultural services,benefiting the rural people and making certain achievements.However,compared with the people’s growing needs for a better life,the supply of public cultural services in Sheyang rural areas has problems such as the heavy burden of government supply and the incomplete development of social supply;the single mode of supply;the overall backwardness of public cultural service infrastructure,the low level of public cultural service activities,the unsound ranks of public cultural service personnel,the single channel of public cultural service funds and the insufficient investment;the lack of sense of acquisition of the supply object and the lack of cultural awareness of the supply object.Based on the analysis of the present situation and shortage of public cultural service supply in Sheyang,this paper puts forward the establishment of multi-coordination mechanism to attract multi-subjects to participate;standardizing the process of cooperation and interaction and coordinating the relationship between different subjects;perfecting the government public service purchasing mechanism and the voluntary participation-driven voluntary supply mechanism;perfecting the rural public cultural service facilities construction,enriching the rural public cultural service resources,raising the level of activities,improving the service personnel team,perfecting the financing mechanism of rural public cultural service;promoting the digital construction,opening up the channels of mass expression,strengthening the cultural industry brand and enhancing the people’s perception.
