The Education Review was one of the most influential educational journals in modern China,and after 1922,the Journal of Education underwent a comprehensive reform,innovating the way it edited articles and publishing special issues with clear themes to reflect the concerns and thoughts of the people of the time on hot issues in education.Under the background of the upsurge civilian education thoughts and the development of the civilian education movement,The Education Review published two special issues in September and October 1927,namely," Special issue of Civilian Education " and "Special issue of Urban Civilian Education".The two special issues comprehensively presented the development of civilian education in the 1920s,and discussed or explored a series of theoretical and practical issues involved in the civilian education movement in many aspects,including the nature,meaning,connotation,content,method,and so on.The special issue proposes that civilian education is to teach the people the essential basic knowledge in the most cost-effective way.Including literacy education,livelihood education,civic education,arts education,etc.This can be achieved through the opening of schools,the education of students in schools,and the orientation of society,in a variety of ways that are popular with the public.As for the nature and significance of civilian education,the author of the special number also has more discussions.On the basis of making full use of the special number and referring to other relevant materials,this paper analyzes the relevant issues discussed in the special number,affirms its significance in theory and practice for promoting the education of Chinese civilians,and reveals the different characteristics of this special number compared with other publications in the same period.
