Research On National Standard Spoken And Written Language Training Of Minority Floating Population In Z Province Based On The Perspective Of Policy Tools

The national commonly used language are the tools shared and owned by all Chinese ethnic peoples,the popularization of these tools plays an indispensable role in the process of promoting and consolidating the common consciousness of all Chinese ethnic peoples.In recent years,Z province has consistently used General Secretary Xi Jinping’s important words on the issues of Chinese ethnic peoples and language as its guideline,with the goal of consolidating the common consciousness of all Chinese ethnic peoples as principle line,focused on the migrant population of ethnic minorities,promoted the education of language as well as culture,comprehensively carried out the training of national commonly used language among ethnic minorities,promoted the intercourse,communication and merging of all Chinese ethnic peoples,and thus universalized,targeted and normalized the training work of national commonly used language among ethnic minorities.Based on theories of policy tools and through in-depth interview with the staffs of the training departments of national commonly used language,the thesis analyzed logic of selection and application of the policy tools on the training of national commonly used language among the migrant ethnic minorities.The study shows that there are imbalances among the policy tools used in the training of national commonly used language among migrant ethnic minorities in Z province.The work has been heavily depended on the use of basic policy tools,the market policy tools have less motivation than they should,the supply of the guidance policy tools is not sufficient and the efficiency of volunteering policy tools is rather low,and there are also the logic of limited selection,the logic of driving motivation and the logic of optimizing configuration.In the end,based on the theory of policy tools and the reality,the thesis proposes that we should innovate the configuration of basic policy tools,strengthen the use of market policy tools,increase the comprehensive application of guidance policy tools and promote the used proportion of volunteering policy tools.I hope these proposals could help the optimization of the system of the policy tools on the training of commonly used language among the migrant ethnic minorities.
